Description
STV is seeking a Vice President, CBTC & NextGen Signaling to serve as a national technical leader within our growing Systems practice. This executive-level position will lead the firm's strategy, technical excellence, project delivery, and market expansion efforts associated with advanced rail signaling, Communications-Based Train Control (CBTC), Moving Block Systems, Automatic Train Operation (ATO), Positive Train Control (PTC), ETCS, Digital Interlockings, Next Generation Train Control, and emerging transportation technologies.
Reporting to executive Systems leadership, this individual will establish STV as an industry-leading provider of CBTC and NextGen signaling solutions across North America. The role combines executive leadership, technical innovation, business development, major project oversight, client engagement, and talent development.
The successful candidate will be recognized throughout the industry as a trusted advisor, thought leader, and subject matter expert with demonstrated success delivering complex rail and transit signaling programs for major transportation agencies and operators.
Key Responsibilities
National Practice Leadership
Lead and grow STV's national CBTC and NextGen Signaling practice.
Develop and execute strategic growth plans for NextGen signaling.
Establish technical standards, best practices, delivery methodologies, and innovation initiatives.
Serve as the firm's executive authority on CBTC and NextGen Signaling.
Collaborate with regional and national leadership to align business objectives across transportation markets.
Technical Leadership & Innovation
Provide executive technical oversight on major transit, commuter rail, heavy rail, high-speed rail, and freight signaling programs.
Direct complex systems engineering, systems integration, safety assurance, testing, and commissioning activities.
Guide development of systems architecture, interface management, cybersecurity integration, verification and validation, and operational readiness strategies.
Business Development & Client Leadership
Serve as executive sponsor for strategic clients and major pursuits.
Expand relationships with transit agencies, passenger rail operators, freight railroads, transportation authorities, and design-build teams.
Lead major proposal efforts and technical interviews.
Identify emerging market opportunities and develop new service offerings.
Represent STV at industry organizations including APTA, AREMA, IEEE, UITP, TRB, and other professional forums.
Project Oversight & Delivery Excellence
Provide executive oversight for high-profile multidisciplinary rail and transit programs.
Ensure projects meet technical, contractual, quality, budget, safety, and schedule requirements.
Support risk management, project governance, and delivery performance initiatives.
Advise project teams during planning, procurement, design, systems integration, testing, commissioning, and revenue service implementation.
People Leadership
Recruit, mentor, and develop a nationally recognized signaling and train control team.
Build succession plans and technical career development pathways.
Foster a culture of innovation, collaboration, technical excellence, and continuous improvement.
Establish communities of practice and cross-disciplinary collaboration throughout the Systems organization.
Required Qualifications
Bachelor's degree in Electrical Engineering, Systems Engineering, Transportation Engineering, or a related field.
Minimum 20 years of progressive experience in rail and transit signaling, train control, or systems engineering.
Deep expertise in Communications-Based Train Control (CBTC) and advanced train control technologies.
Demonstrated leadership of major transit or rail infrastructure programs valued in excess of $100 million.
Proven success leading multidisciplinary engineering and systems integration teams.
Strong understanding of:
AREMA standards
APTA standards
FRA requirements
IEC and IEEE standards
Systems Engineering lifecycle processes
Safety certification and safety assurance principles
Experience managing executive-level client relationships and strategic business development initiatives.
Exceptional written, verbal, and presentation skills.
Ability to travel nationally as needed.
Preferred Qualifications
Professional Engineer (PE) license.
Master's degree in Engineering, Transportation, Systems Engineering, Business Administration, or related discipline.

Compensation Range:
