Description

We are working closely with a local authority in Herefordshire to assist with the appointment of a Principal Licensing Officer, on a 6.5-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £20.14- £27.55 per hour

Summary:

The Principal Licensing Officer is responsible for providing technical leadership and professional expertise in the delivery of Herefordshire Council's licensing functions, with a particular focus on premises licensing and taxi/private hire licensing. The postholder manages complex licensing cases, provides specialist advice to officers and elected Members, and ensures the consistent application of licensing legislation, statutory guidance, and Council policies.

Responsibilities:

  • Ensure licensing decisions comply with relevant legislation, statutory guidance, Council policies, and case law.
  • Prepare reports and evidence for Licensing Sub-Committees and appeal hearings.
  • Administer licensing functions relating to hackney carriage and private hire drivers, vehicles, and operators.
  • Support enforcement activity relating to licensed drivers, vehicles, and operators.
  • Ensure the Council has proper regard to Section 182 Guidance issued under the Licensing Act 2003.
  • Chair officer panels considering whether applicants are fit and proper persons to hold dual driver licences.

Qualifications:

  • Degree, diploma, or equivalent qualification in Licensing, Law, Public Administration, Environmental Health, Regulatory Services, or a related discipline, or equivalent relevant experience.

Essentials:

  • Significant experience working within a Local Authority Licensing Service.
  • Extensive experience administering and interpreting the Licensing Act 2003.
  • Evidence of continuing professional development in licensing or regulatory services.
  • Experience handling complex licensing applications, reviews, hearings, and enforcement matters.
