Description

The City of Roanoke is seeking a Maintenance Technician III to join our Stormwater team. As the ideal candidate, you'll operate all aspects of the City's Stormwater Green Infrastructure equipment, crew, and functions.

In the absence of the Green Infrastructure Crew Lead, you'll provide on-site supervision of crew members and technicians, overseeing safety, task execution, task completion, and citizen interaction. You'll also perform or assist with the planning, preparation, estimation, and implementation of various internal division projects, along with routine mowing and landscape maintenance operations as needed.

You'll bring strong knowledge and skills in landscape installation, maintenance horticulture, and soil health, with particular focus on green infrastructure practices. You should be comfortable reading and understanding construction drawings, sketches, and GIS mapping, and you'll need experience identifying and managing invasive species, native plants, and other common plants in the landscaping trade. A solid understanding of riparian buffer structure and function, along with other green infrastructure practices, will also serve you well in this role.

You'll coordinate with other department operational and technical personnel depending on project location, and you'll need the ability to operate a range of heavy and light construction equipment, including tractors, mowers, string trimmers, leaf blowers, plate compactors, and tillers. Day to day, you'll coordinate and maintain work schedules, track job progress, inspect work sites, and enforce safety standards across the team.

Strong problem-solving, verbal and written communication, and leadership skills will help you drive projects to successful completion. You'll also use computer software including Microsoft Office Suite and various Stormwater-related programs, such as QAlert, ArcGIS, and VueWorks.

During winter months, you'll operate heavy and light equipment for snow removal, and you'll assist with special events and emergency tasks as needed, which may include some nights and weekends.

What you'll need:

You must be able to obtain a valid Class B CDL within 6 months of employment. You'll also need to obtain a Certified Registered Technician credential for pesticide applications, along with a Certified Fertilizer Applicator certificate, within 12 months of employment, as well as an NGCIP certification within that same 12-month window.

Qualifications include a minimum 2-year degree in a horticulture-related field, or a combination of a high school diploma or GED and 5 years of experience and/or training in landscape maintenance, herbicide/fertilizer applications, turfgrass maintenance, and BMP installation and maintenance — including supervisory experience — or an equivalent combination of education and experience.

SUMMARY 
Supervises and participates in the work of a crew engaged in a variety of maintenance, construction, and utilities activities. Performs skilled work in the operation or repair of several types of motorized equipment or maintenance of facilities and/or equipment. 

Green Infrastructure
-  Performs skilled work in the maintenance of facilities and/or equipment and in the operation of motorized equipment.


ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following depending on area of assignment. Other duties may be assigned.

Discuss job requirements and receives detailed instructions from supervisor

Inspects work in progress to ensure conformance with instructions

Makes and adjusts work assignments

Requisitions necessary equipment and materials

Maintains accurate log sheets and checklists

Operates tractor trailer, street sweeper, bulldozer, heavy front-end loader, crane and chipper, excavator, large motor grader in leveling ground surfaces, street and construction repair 

Operates heavy and light equipment in snow removal

Inspect new and existing stormwater infrastructure using an onboard computer system to remotely operate a camera and tractor system and overlay information on screen, to be recorded on a laptop for later printing and importing into an asset management database. 

Diagnoses, adjusts, repairs and services a wide variety of medium and heavy automotive and specialized equipment including diesel or gasoline engine equipment, air compressors, pump apparatus and aerial truck hydraulic systems

Makes repairs and renovations to fields and grounds including mowing, mulching, aeration, grading, seeding, and sodding

Requisitions parts and materials used in the repair of motor equipment

Inspects equipment for proper safety and ensures that truck is equipped with all necessary equipment for the day's assignment (i.e. water cooler, fist aid kit, safety flares, etc)

Performs journey-level trades work in one of the following areas: carpentry, HVAC, electrical, plumbing, and/or welding

Performs carpentry work, building cabinets, benches, barricades, and other items

Trains and instructs subordinates

Assists with special events, snow removal and other emergency tasks, including some nights and weekends, as needed

Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to insure that work is performed in compliance with applicable law. 

Enforces sound safety and housekeeping practices.

Follows safety rules/procedures; avoid known hazards in the work environment.

Reviews safety procedures before beginning each job with known hazards.

Safety first. Places avoidance of injury or property damage above all other job requirements.

Follows established safety procedures.

May be required to wear some type of respiratory protection in the performance of their duties

Green Infrastructure

Operates Tractors, mowers, backhoe, front-end loader, skid steer, dump truck, and other medium to heavy equipment. Services and makes minor repairs and adjustments to equipment. Perform a variety of skilled and semi-skilled duties in the operation and maintenance BMP’s, Bench Cuts, landscaping, green roof and stormwater infrastructure inspections. Gather and report work site information from inspections. Performs tasks such as pesticide and herbicide application. Performs tasks such as asphalt and/or concrete placement and leveling. Operates all equipment, both light and heavy in snow removal When not operating equipment, performs general laboring tasks such collecting and removing trash and debris from City properties. Assists with event support, snow removal and other emergency tasks, including some nights and weekends, as needed May be responsible for fabrication, maintenance, and installation of traffic control, pavement markings and barricade signage according to City guidelines and uniformity. May be required to wear some type of respiratory protection in the performance of their duties

May supervise crew in the absence of the Maintenance Technician IV.QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
High school diploma or general education degree (GED) and three to five years experience and/or training in the trades area assigned; or equivalent combination of education and experience.LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.   Ability to communicate effectively orally and in writing.

REASONING ABILITY 
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS 
Depending on area of assignment, may require possession of appropriate class A, B or C commercial driver's license with specific endorsements. May require journey-level license in an area of skilled trades. May be required to qualify for certification as a State Inspector.
