Description

Supervise, plan and coordinate assigned activities and operations within the Capital Implementation Program including budgeting, scheduling and development of policy recommendations; perform administrative and analytical duties in support of enterprise and capital project budgets, grant administration and financial reporting; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to assigned supervisory or management staff.

  1. Under the direction of the CIP Fiscal Manager, coordinate services and activities related to overall city enterprise and capital projects, including revenue estimating, cash flow management, financial reporting and contract and grant preparation; propose solutions to departmental problems.
  2. Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  3. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  4. Direct, coordinate and review the work plan for assigned CIP services and programmatic areas of responsibility; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  5. Assist in the preparation and administration of assigned budget(s); maintain and monitor appropriate budgeting controls; monitor cash and expenditures; make budgetary projections; prepare various financial and analytical reports as required.
  6. Serve as the assistant CIP technical counsel to the Environmental Planning Commission, Mayor and City Council; prepare staff reports and write legislation on CIP program goals and intent, policy issues and fund appropriations.
  7. Review master plans, sector plans and facility plans for CIP input to City-wide processes.
  8. Ensure compliance with adopted ordinances, plans, policies, schedules, budgets and approved contracts.
  9. Develop policy recommendations, compile data and conduct research regarding assigned CIP and programmatic areas.
  10. Select, train, motivate and evaluate CIP Fiscal personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  11. Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  12. Provide staff assistance to assigned supervisory or management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  13. Coordinate CIP program activities with those of other divisions and outside agencies and organizations.
SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of capital improvements and public finance.
  2. Perform related duties and responsibilities as required.

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree in business administration, public administration, accounting, or finance; and

Six (6) years of fiscal management experience to include a combination of three (3) years' experience in at least two (2) of the following specialty areas: 

  • capital projects

  • enterprise funds

  • grant administration; and

To include three (3) years of supervisory experience.

Environmental:
Office environment; exposure to computer screens; occasional travel to field site to site; occasional exposure inclement weather conditions.

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; operating motorized vehicles.
