San Bernardino County is seeking an experienced and innovative IT Deputy Chief- Business Solution Development* to provide strategic, technical, and operational leadership within the Innovation and Technology Department. The IT Deputy Chief- Business Solution Development sets enterprise solution and application architecture direction and leads the development and implementation of enterprise technology strategies that promote innovation, enhance service delivery, and address the evolving technology needs of County departments.

The IT Deputy Chief- Business Solution Development provides executive-level oversight of assigned technology programs and teams, establishes and enforces enterprise architecture and technical design standards and translates organizational priorities into actionable initiatives. This position is accountable for ensuring that solutions are architecturally sound, secure by design, integrated across departmental boundaries, and sustainable across their full lifecycle. This position works closely with executive leadership, County departments, IT divisions, vendors, and other stakeholders to advance digital transformation, modernization, and technology-enabled business solutions.

The Innovation and Technology Department is San Bernardino County's primary technology service provider entrusted with managing and safeguarding the County’s enterprise mission critical systems and infrastructure. It is our goal to empower the County through innovation and enterprise solutions that promote progress through technology and provide transparency and mobility that enable staff to focus on addressing and resolving issues toward the progress of the County’s mission, ensuring continued success.

CONDITIONS OF EMPLOYMENT 
Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment. 

Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States.
Candidates MUST possess the required experience AND education in order to qualify.

REQUIRED EXPERIENCEThree (3) years of full-time equivalent supervisory or higher-level management experience, within the last six (6) years, managing IT enterprise-level initiatives in applications, GIS, databases, analytics, and/or Artificial Intelligence/Machine Learning.
REQUIRED EDUCATIONThirty (30) semester (45 quarter) units of completed college level coursework from an accredited** college or university in computer science, information technology, business administration, public administration, or a closely related field of study. A list of coursework or unofficial transcripts MUST be submitted if a degree has not been conferred.

SUBSTITUTION: Two (2) years of additional qualifying experience may substitute for the required education.

**Qualifying degrees and coursework must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.


The successful candidate will have the following:

  • Completed bachelor's degree in Computer Science or Information Technology
  • 5+ years managing large, diverse IT teams across multiple technological functions
  • Knowledge of enterprise systems, AI/ML, GIS platforms, and data warehouse strategies
  • Demonstrated experience defining enterprise solutions, integration, or data architecture and serving as a technical design authority across multiple departments or business units
  • Experience in government of large public-sector IT organizations 
  • Strong problem-solving and strategic planning skills
