THE POSITION
The ideal candidate for the Senior Code Compliance Officer position will be an experienced, highly professional code compliance specialist with strong leadership, communication, problem-solving, and decision-making skills. The successful candidate will have at least five years of progressively responsible code compliance experience, including managerial or supervisory experience in code compliance, code enforcement, or a closely related municipal field.
The ideal candidate will have a working knowledge of municipal operations, code enforcement practices, investigative procedures, case management, and public-sector processes. This individual must be capable of working independently and as a team, exercising sound judgment, and taking initiative while maintaining effective working relationships with City staff, residents, businesses, property owners, and other stakeholders.
As a senior member of the division, the successful candidate will be expected to take the lead on high-level, complex, and potentially politically sensitive code compliance cases, including addressing and resolving difficult matters at the staff level before they require the direct involvement or response of the Code Compliance Manager. This requires the ability to assess complex situations, communicate effectively with the public, anticipate concerns, identify appropriate solutions, and make fair and defensible decisions within established policies, ordinances, and procedures.
The candidate will also be expected to lead multiple projects and special assignments delegated by the Code Compliance Manager, prioritize competing responsibilities, meet deadlines, and provide leadership and guidance to staff as appropriate. Occasional overtime may be required to address operational needs, time-sensitive matters, or critical assignments.
A solution-oriented approach is essential. The ideal candidate will understand that effective code compliance involves more than identifying violations; it requires education, communication, collaboration, voluntary compliance when appropriate, and appropriate enforcement when necessary. The successful candidate should be patient, fair, helpful, respectful, professional, and able to remain composed when dealing with challenging or contentious situations.
Ultimately, the City is seeking a seasoned code compliance professional and trusted senior-level resource who can manage complex cases, provide leadership on significant assignments, exercise sound judgment, represent the City professionally, and serve as an effective extension of the Code Compliance Manager while maintaining the highest standards of fairness, integrity, and public service.
Under direction, leads, supervises, and coordinates the activities and operations of the Code Compliance Division within the Community Development Department; performs a variety of technical duties in support of the City’s local code compliance program; researches, investigates, monitors, and enforces a variety of applicable ordinances, codes, and regulations related to zoning, signage, land use, abandoned vehicles, public nuisances, weed abatement, and other matters of public concern; coordinates assigned activities with other divisions, departments, and outside agencies; and provides responsible administrative and complex technical support to the Code Manager, Director and Assistant Director, Community Development.
Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.
WORK ENVIRONMENT
Work is performed primarily in a standard office setting with some travel to different sites and locations; may be exposed to noise, dust, inclement weather conditions, and potentially hostile environments.
