Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and control disease outbreaks.

 

Under the supervision of the Technical Director, the Outbreak and Emergency Response & TB Technical Advisor will provide technical support and guidance and oversee the implementation of the outbreak and emergency response activities as needs are identified in Bangladesh and across the region if required and provide expert advice on TB screening, prevention, diagnosis, care, and control strategies.

 

The advisor will engage with MCGL technical staff, and implementing partners, to ensure that the project’s outbreak and emergency response activities are aligned with approved workplans and that technical expertise informs project implementation. The advisor will implement and monitor technical strengthening initiatives, develop a training strategy, facilitate training and other capacity building activities, and create scientific or other technical materials when needed.

 

The advisor will support the preparation of deliverable reports to the donor highlighting achievements across outbreak emergency response activities, as well as support the drafting of publications, presentations and other external communications. The advisor will be required to collaborate with a diverse group of in-country organizations, including USG, host country government counterparts, and partner organizations, as part of a coordinated outbreak and emergency response structure.No. of Opening: 1Job location: Dhaka

Responsibilities

Emergency & Outbreak Response Leadership

• Lead the technical implementation of emergency and outbreak response activities in Bangladesh in line with the approved country workplan.
• Apply sound technical judgment to develop approaches, methods, and evaluation criteria for emerging infectious disease threats with minimal supervision.
• Ensure timely communication and coordination with MCGL staff and implementing partners during emergency response activities.
• Support the functionality of Emergency Operations Centers (EOCs) and Rapid Response Teams (RRTs) at national and subnational levels.
• Support the planning, conduct, and follow-up of simulation exercises and after-action reviews (AARs), ensuring identified corrective actions are tracked and implemented.

 

Technical Guidance & Policy Support

• Provide expert technical input to national guidelines, policies, and normative frameworks on outbreak preparedness and response.
• Advise government and partners on evidence-based best practices for emergency and outbreak response.
• Support the development of training materials, guidance documents, frameworks, SOPs, and other technical tools.
• Support the operationalization of surveillance and coordination protocols at points of entry (PoE) to enable rapid detection of and response to cross-border health threats.
• Engage the One Health Secretariat and relevant Technical Advisory Groups to support multisectoral guidance and coordination on zoonotic and emerging infectious disease threats.

 

TB Technical Support & System Strengthening

• Support the development of strategies and plans for identifying, testing, and treating drug-resistant and drug-sensitive TB.
• Strengthen facility and laboratory testing networks, data tracking, and related systems.
• Provide technical training and mentorship to healthcare and laboratory staff on safe laboratory practices and modern approaches to TB care.
• Support integration of MDR-TB surveillance and laboratory data with the national antimicrobial resistance (AMR) containment strategy, including contributing to guidance on prevention of multidrug-resistant organism (MDRO) transmission in health care facilities.

 

Monitoring, Reporting & Knowledge Management

• Ensure timely production and dissemination of high-quality data and technical products, including assessments, outbreak reports, post-deployment debriefs, and M&E outputs.
• Review and contribute to project and donor reports, publications, and external communications.
• Support the development, review, and finalization of project workplans.

 

Government & Stakeholder Coordination

• Coordinate with the Ministry of Health, government health personnel at different levels, implementing partners, international organizations, private-sector stakeholders, and other relevant partners.
• Foster effective collaboration across diverse organizations to support coordinated emergency response and TB program implementation.
• Support government-led transition and sustainability planning for outbreak, emergency response, and TB service delivery systems, in line with project transition objectives.

 

Any other job related to the function will be allocated as and when required by the Supervisor. This position may require field visits to the project implementing areas.

Required Qualifications

Education

• Master’s degree or international equivalent in Epidemiology, Public Health, Emergency Medicine, or a related field from a recognized institution.

Professional Experience

• At least 5 years of experience applying field epidemiology principles and outbreak investigation methods; FETP experience preferred.
• At least 3–5 years of experience in TB program management, including drug-susceptible and drug-resistant TB diagnosis, treatment, and laboratory/data systems.
• Experience working with infectious disease surveillance, outbreak response, and/or global health security programs in Bangladesh.
• Experience with One Health or other multisectoral coordination mechanisms preferred.

Preferred Qualifications

• Experience working with an NGO, government agency, or private-sector organization.
• Experience with DHIS2 and health information/data systems preferred.
• Willingness and ability to travel within Bangladesh and internationally, including short-notice travel, up to 25%.

Skills & Competencies

• Strong analytical and problem-solving skills, with the ability to assess information and recommend context-appropriate solutions.
• Ability to work independently and collaboratively in complex, fast-paced environments with multiple priorities and tight deadlines.
• Strong focus on quality and attention to detail.
• Proficiency in Microsoft Office Suite.
• Strong written and verbal communication skills in both English and Bangla.
