About the Program

The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center, Intelligence Electromagnetic Warfare and Sensors (IEW&S) Directorate, operates the Army Reprogramming Analysis Team (ARAT) at Aberdeen Proving Ground. ARAT builds, tests, and distributes mission software for fielded electromagnetic warfare systems, including the AN/APR-39 radar warning receiver family, the AN/APR-48A/B Modernized Radar Frequency Interferometer, the Aircraft Gateway Processor on the AH-64, and the AN/VLQ-12 CREW Duke. ARAT targets its mission software products to 14 geographic areas of responsibility across six combatant commands.

The ARAT Innovation Initiatives effort modernizes that infrastructure: browser-based threat modeling in the Signal Modeling Framework, automated RF hardware-in-the-loop testing through the Unified Test Automation Suite and software-defined radios, an automated Air/Terrestrial Testbed, test data warehousing, automated mission data product generation, and the ASPEN software distribution portal across NIPR, SIPR, and JWICS. Work is executed in Agile sprints with DevSecOps practices in a Government-approved GitLab environment.

Position Summary

The Level III Software Engineer sets technical direction for assigned ARAT product baselines and leads integration of software into the classified APG laboratory where test software executes on a Windows Army Gold Master build. The role resolves cross-baseline architectural issues across SMF, UTAS, and ASPEN and ensures the contractor development environment stays compatible with the ARAT APG lab environment. It reviews the work of junior engineers and is accountable for the technical quality of delivered installation packages. The role also owns user-interface architecture across the SMF, TestNet, and ASPEN products, establishing the shared component library, interaction patterns, and accessibility standard the three browser-based interfaces inherit. The role is the contractor's senior technical authority across the entire delivery chain. It owns the secure delivery pipeline into the classified ARAT APG laboratory, leads ARAT-ICS coordination for the information assurance approval that gates every delivery under 4.2.7.2, and sets the STIG compliance and pipeline security standard the development teams inherit. It owns the architecture of the ARAT test data baseline and sets the analytics and model validation strategy for ASPEN. It also sets the cloud and network security architecture for ARAT enterprise services, defining the hosting, segmentation, and identity model that lets the ASPEN portal operate across NIPR, SIPR, and JWICS, and advises the Government on cloud investment and cross-domain distribution.

Key Responsibilities

Software engineering and full-stack delivery

  • Set technical direction for assigned ARAT product baselines and lead integration of software into the classified APG laboratory where test software executes on a current Windows Army Gold Master build.
  • Resolve cross-baseline architectural issues across SMF, UTAS, and ASPEN.
  • Keep the contractor development environment compatible with the ARAT APG laboratory environment.
  • Own user-interface architecture across the SMF, TestNet, and ASPEN products, establishing the shared component library, interaction patterns, and accessibility standard the three browser-based interfaces inherit.
  • Review the work of junior engineers and carry accountability for the technical quality of delivered installation packages.

DevSecOps and secure delivery

  • Own the secure delivery pipeline into the classified ARAT APG laboratory, where test software executes on the current Windows Army Gold Master build.
  • Lead ARAT-ICS coordination for the information assurance approval that gates every delivery.
  • Set the STIG compliance and pipeline security standard the development teams inherit.
  • Carry accountability for the contractor's ability to deliver software into the classified environment on schedule.
  • Design cross-domain delivery practices and harden the Windows Army Gold Master build for ARAT use.

Data engineering and analytics

  • Own the architecture of the ARAT test data baseline, defining how test data is collected, modeled, archived, and served across the enterprise.
  • Design for the exponential growth in test volume driven by modern EW threats and systems, and establish the data contracts that signals analysis and analytics workloads depend on.
  • Set the analytics strategy for ASPEN, including the modeling approach for suggestive analytics and search relevance.
  • Define model validation standards appropriate to a Government system used by operational EW units.
  • Advise the Government on data platform investment and cross-domain data movement across NIPR, SIPR, and JWICS.

Cloud, network, and security engineering

  • Set the cloud and network security architecture for ARAT enterprise services, principally the ASPEN portal that must operate across NIPR, SIPR, and JWICS under PWS 4.2.6.
  • Define the hosting, segmentation, and identity model that satisfies ARAT-ICS security requirements while meeting the portal's growth demands.
  • Advise the Government on cloud investment, cross-domain distribution, and the security architecture implications of the ASPEN optimization objectives.
  • Establish security architecture governance and RMF control inheritance for hosted ARAT services.
  • Perform cost and capacity optimization across hybrid on-premises and cloud environments.

Required Qualifications

  • Bachelor's degree in engineering, computer science, or a related technical discipline.
  • 9 or more years of relevant professional experience in software engineering.
  • Active DoD Secret clearance at time of application.
  • Position-specific training beyond the common set: Derivative Classification (every 2 years) if the engineer derivatively classifies and RF EMF hazard awareness for classified lab access. Derivative Classification where the engineer handles classified test data or trains models on classified data.
  • Ability to work on-site at Aberdeen Proving Ground, Maryland on a hybrid schedule, with on-site presence required for classified and laboratory work.

  • CompTIA Security+ CE, or CompTIA SecurityX (formerly CASP+ CE) or ISC2 CISSP at the senior level.

  • Experience deploying software into a classified enclave under an information assurance approval gate.

  • Master's degree in data science, computer science, statistics, or a related discipline.
  • Experience architecting a data platform spanning multiple security domains.
  • Experience designing to the DoD Cloud Computing SRG and a zero trust reference architecture.

Security and Training Requirements

  • An active DoD clearance at the level shown above is required. Secret is the floor across this contract.
  • A signed non-disclosure agreement is required before start of performance.
  • Common Access Card issuance runs approximately 24 hours; full network and facility access typically takes three to four business days after in-processing.
  • Every position carries the universal DoD and Army training set, completed at start of performance and refreshed on the Army cycle: DoD Cyber Awareness Challenge, Threat Awareness and Reporting Program (TARP), annual security refresher, insider threat awareness, controlled unclassified information handling, Antiterrorism Level I, iWATCH briefing, ATCTS registration, and installation access processing.
