OPEN TO CITY EMPLOYEES WHO HAVE COMPLETED AN INITIAL PROBATIONARY PERIOD


Performs professional transportation planning duties in the planning, development and implementation of the City’s comprehensive transportation, traffic circulation and public parking systems.

Works under the general supervision of the Principal Transportation Planner who makes detailed work assignments, periodically reviews work in progress, and reviews work upon completion.
 

Evaluates and implements traffic calming techniques, automated traffic control systems, traffic rules and regulations, parking policies and regulations, and other transportation and parking management measures.
 
Prepares plans, specifications and cost estimates for a variety of transportation planning projects.
 
Prepares complex transportation planning reports, as well as staff reports for the City Council and Planning Commission.
 
Responds to inquiries and requests at a public counter. Researches and prepares responses to community requests and complaints regarding traffic, transportation and parking issues.
 
Provides information to property owners, development professionals, and the general public regarding the interpretation and application of City policies, rules, and procedures, as well as, traffic, transportation, and parking standards, practices, and other related issues.
 
Reviews plans, building permits, environmental documents, and traffic studies. Reviews and approves plans and engineering drawings for proposed residential and commercial parking facilities. Reviews and prepares analyses related to proposed traffic and circulation changes. Prepares information to assist in the negotiation of developmentagreements. Reviews and approves plans for traffic control in construction work zones.
 
Participates in the interface and coordination of the City’s transportation system with the regional traffic system. 
 
Assists with the development and refinement of bicycle and pedestrian facilities and policies.
 
Prepares and oversees consultant contracts associated with transportation planning and parking. Participates in the development and management of capital improvements.
 
Implements new preferential parking regulations, including: assisting members of the public, evaluating requests, overseeing collection of data, drafting recommendations and implementing new regulations.
 
Performs other related duties, as assigned.
Knowledge and Abilities:
 
Knowledge of:
 
Principles, practices, methods, techniques and terminology of transportation planning, traffic engineering, and parking.
Applicable laws, regulations and ordinances.
Field investigation techniques and evaluation methodology.
Effective customer service techniques.
 
Ability to:
 
Read, interpret, and check transportation engineering drawings and building plans.
Prepare a variety of technical reports and correspondence.
Prepare and present clear and concise oral and written reports and recommendations.
Interpret and apply policies, laws, and regulations.
Communicate effectively, both orally and in writing.
Prepare and manage consultant contracts.
Establish and maintain effective and cooperative working relationships with City employees and the general public.
Provide effective customer service.
Skill in:
 
Using a personal computer and applicable software applications.
Managing multiple concurrent projects.
 
Education, Training, and Experience:
 
Graduation from an accredited college or university with a Bachelor’s degree in Transportation Engineering, Traffic Engineering, Transportation Planning, or a closely related field. Master’s degree in Transportation Planning or a closely related field is desirable.
 
Two years of recent, paid work experience in transportation planning, transportation management or transportation engineering, including one year in a government related planning setting. 
 
Licenses and Certificates:
 
Possession of a valid Class C driver license.

WORKING CONDITIONS:
 
Work is performed primarily indoors within a busy office environment with many interruptions and frequently changing deadlines. Work is also performed at outdoor work sites. Weekend and evening work may be occasionally required, including public meetings. Physical demands include standing, sitting, working in front of a computer terminal, standing at a public counter, and observing and evaluating transportation conditions at outdoor work sites.
