Join us as an Assistant Construction Director, T&C and Hand-Over in our Transportation Project Delivery team and you will have the opportunity to contribute the delivery of an exciting multi-disciplinary Transportation project. You will lead the construction supervision functional group across all stages of the project lifecycle, including preliminary works, design, engineering and construction, in collaboration with other functional leads within the organization, and in close coordination with the D&B Contractor overseeing the construction, testing and commissioning and hand-over of the works, with focus on delivery and special emphasis on safety.

Your role

  • The Head of Construction, Testing and Commissioning and Hand-Over is responsible for leading and managing construction supervision activities across the Project. The role ensures that construction works are delivered in accordance with approved designs, contract specifications, quality standards, safety requirements, budget constraints, and project schedules. The duties have continuity through leading the testing and commissioning activities and hand-over of the works to the Client and/or operator. The Manager oversees supervision teams, coordinates with clients and contractors, and provides leadership to achieve successful project delivery.
  • Lead and manage construction supervision teams, including Resident Engineers, Discipline Engineers, Inspectors, and support staff.
  • Establish project supervision objectives, priorities, and performance expectations.
  • Mentor, develop, and evaluate team members to maintain a high-performing organization.
  • Promote a culture of safety, quality, collaboration, and continuous improvement.
  • Monitor project progress and identify potential risks, delays, and issues.
  • Direct corrective and preventive actions to minimize project impacts.
  • Ensure timely completion of project deliverables and reporting requirements.
  • Serve as the primary point of contact for clients regarding construction supervision matters.
  • Build and maintain strong relationships with clients, contractors, authorities, and other stakeholders.
  • Participate in project review meetings and executive-level presentations.
  • Monitor contractor compliance with contract terms and conditions.
  • Review and provide recommendations regarding variations, claims, extensions of time, and contractual disputes.
  • Ensure proper documentation and record management practices are maintained.
  • Monitor project supervision budgets and resource utilization.
  • Review project forecasts, staffing plans, and financial performance.
  • Support management in achieving revenue and profitability targets.
  • Identify opportunities for operational efficiencies and cost optimization.
  • Prepare and present periodic project performance reports to senior management and clients.
  • Monitor project KPIs related to schedule, quality, safety, and cost.
  • Escalate critical issues and provide strategic recommendations.
  • Ensure compliance with organizational governance and reporting requirements.

About you

  • Degree in a related Architecture of Engineering discipline. Master’s degree is preferred.
  • Professional membership with a recognized engineering institution is preferred.
  • Minimum 18 years of experience in construction and engineering projects.
  • At least 10 years in a managerial or leadership role within construction supervision, project management, or engineering consultancy.
  • Proven experience overseeing medium or large-scale infrastructures, complex buildings and/or urban developments.
  • Experience managing multidisciplinary teams and coordinating with other functional leads, majorly contract/commercial management, projects controls, engineering.
  • Experience coordinating with contractors, consultants, and government authorities. Excellent coordination and stakeholder management skills.
  • Robust competency on construction supervision, site management, quality management and construction planning.
  • Good competency on contract and commercial management, project controls, quality control and engineering.
  • Good knowledge of inspection and testing techniques with regard to temporary and permanent works.
  • Strong analytical and problem-solving abilities, mid and long-term thinking and anticipation skills.
  • Strong engineering judgement, communication and technical reporting skills.
  • Strong ability on negotiation, conflict resolution, decision-making and problem-solving.
  • High level of organisation and commitment to your work.
  • Excellent personal organisational skills and team work.
  • Used to work in a fast-paced office environment combining construction supervision works and administration work.
  • Open to adapt to flexible working hours arrangements.
  • Experience working in the KSA or wider Middle East region is preferred.
