BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Operational Information Management and Performance Reporting (OIM&PR) function plays a critical role in creating and maintaining a common operational picture of WFP operations. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment.

Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, proposals, talking points, among others.

  • Manage other CO OIM staff, providing training, guidance, and other support as needed.

  • Draft clear, concise, and audience-tailored analytical content to inform programme design and adaptation, management decision-making, advocacy, fundraising, and external engagement.

  • Analyze the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFP's strategic information provision to key decision-makers.

  • Collect, analyze and synthesize relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

  • Coordinate information flows and reporting processes across relevant Country Office units and Headquarters counterparts, ensuring timely responses to information requests and quality assurance of reporting outputs.

  • Take stock of and implement innovative improvements to OIM products, tools, systems, processes, and workflows to enhance information management, reporting quality, and operational efficiency.

  • Additional Accountabilities that may be requested:

  • Contribute to the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information.

  • Support donor reporting and proposal development with timely, validated information; Support the maintenance of a central repository of indicators, baselines, targets and achieve results to streamline reporting across grants in coordination with M&E and partnerships units.

  • Collaborate with counterparts in other UN agencies and NGOs to ensure consistency in humanitarian information and to complement WFP analysis and information.

  • Coordinate WFP inputs to monthly and ad-hoc submissions to relevant working groups (e.g., IACWG, Nutrition Cluster, Food Security Cluster) meeting publication deadlines and engage proactively in relevant IM-related meetings.

  • Provide reporting and Information Management guidance to OIM officers at CO level and provide analytical and technical support in streamlining reporting tasks.

  • Contribute to the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies.

  • Contribute to the development and maintenance of knowledge management systems and information repositories, ensuring effective archiving of key programmatic documents, systematic documentation of best practices and lessons learned, and easy access to strategic information products for evidence-based decision-making.

  • Provide administrative support to the OIM unit and/or the relevant Division, as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Relations, Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

3 years or more of postgraduate professional years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, information management or reporting.

Languages:

Fluency (level C) in English is a requirement. Intermediate knowledge (level B) of Arabic is an advantage, but not a requirement.
