[What the role is]

As a Senior/ Intelligence Officer/ Assistant Intelligence Officer, Field Intelligence at the Health Sciences Authority (HSA), you will be part of a team conducting intelligence operations into breaches and potential breaches of HSA legislation and regulatory standards.

You will work on the ground to gather, develop and assess intelligence and provide timely and actionable intelligence to support enforcement operations and decision-making. The role involves field intelligence gathering, ground engagement, observation, and operational support, with deployment across different environments depending on operational requirements.

[What you will be working on]

  • Gather, develop and assess ground intelligence on potential breaches of HSA legislation and regulatory standards, including identifying persons, entities and activities of interest.
  • Proactively maintain a pulse on the ground to identify and assess emerging issues, incidents and trends that may warrant further attention or enforcement action.
  • Analyse information from various sources to identify patterns, risks and connections, and translate findings into actionable leads, assessments and recommendations.
  • Prepare timely and accurate intelligence reports, assessments and briefings for management and operational teams.
  • Support the planning and conduct of intelligence-led operations, including joint operations with internal and external stakeholders.
  • Build and maintain effective working relationships with relevant government agencies and partners to support intelligence sharing and operational coordination.
  • Handle sensitive information with discretion and ensure all activities are conducted in accordance with established policies, procedures and applicable legal requirements.
  • Perform other intelligence and operational duties as required to support HSA's enforcement objectives.

[What we are looking for]

  • At least 5 years of relevant experience in enforcement, regulatory, intelligence, investigation or related operational functions.
  • Strong interpersonal and networking skills, with the ability to engage effectively and build rapport with people from diverse backgrounds.
  • Keen observation skills and situational awareness, with the ability to recognise and assess information of potential intelligence value.
  • Analytical and inquisitive, with the ability to identify connections and translate findings into actionable recommendations.
  • Resourceful, adaptable and able to work independently as well as effectively within an operational team.
  • Sound judgement, discretion and integrity in handling sensitive information and operational matters.
  • Good written and verbal communication skills, including the ability to prepare clear and concise intelligence reports.
  • Comfortable with field-based work and prepared to work beyond normal office hours or on weekends when operationally required.
  • Proficiency in Microsoft Office applications.
  • A valid Class 2B and/or Class 3 driving licence will be an advantage.
  • Ability to converse in additional languages or dialects will be an added advantage.
