Senior Engineering Technician

The salary listed is steps 1 through 6 and are the classification for this position. This includes the maximum earnings for the classifications with longevity. Per Washington State Pay Transparency Act.   

Step Range (1-6) - $74,472 - $96,276 Annually

Longevity Range (1-6) up to 25+ years of service - $74,472 - $101,088 Annually

Under administrative direction, supervises, and coordinates the management of public and private construction projects; conducts a variety of public works inspections including capital projects, streets, utilities, facilities, and private developments; reviews project documents and permit submittals for compliance with public works requirements; maintains engineering and inspection records; and assists with capital project designs, surveying, and code enforcement.Project Management

Assumes responsibility for assigned services and activities related to the management of projects, including capital improvement projects, including design, bid, inspection, construction, and related functions and professional contracts; ensures completion of projects within budgetary, regulatory, and time constraints.

Coordinates, manages, and monitors the organization, staffing, and operational activities for the Public Works construction and inspection program.

Inspection & Review

Performs inspections for public works projects and the infrastructure of private development projects to ensure compliance with approved plans and City and state requirements.

Including Inspector Daily Reports (IDR).

Reviews project plans, specifications, cost estimates, bonds, and plat maps for clarity and constructability, compliance with City requirements and general engineering practices.

Reviews utility, right-of-way, and grading permit applications and issues permits; assures proper as builts are submitted prior to final permit approval.

Code Enforcement

Investigates municipal code complaints and assists with the enforcement of Snohomish Municipal Code violations.

Coordinates with management staff to inspect public works construction projects and plat development, checking excavations, materials, and asphalt work for conformance with City requirements; recommends, when appropriate, the need for outside professional services to address special construction inspection needs or problems; instructs contractors as needed to replace materials, or modify work to achieve compliance; performs final inspections.

Research & Reporting

Conducts research into a variety of technical and administrative subjects related to public works; prepares and presents reports and recommendations.

Provides assistance with City project surveys.

Presents project information to the general public, City staff, and elected officials.

Customer Service

Responds to questions and inquiries from the general public, elected officials, developers, contractors, engineers, government agencies, City staff and others regarding construction projects.

Responds to city resident’s complaints and questions regarding public works facilities and utilities; coordinates with Public Works for maintenance and repairs to City owned facilities and utilities including assisting residents at the City Hall counter.

Tactfully respond to the general public, contractors, personnel in difficult conversations and utilize de-escalation tactics/skill are required.

Interdepartmental Collaboration

Confers with management staff to discuss issues affecting ongoing projects, report on progress of assignments, report on results of research efforts, and needed improvements to City streets and Public Works facilities.

Work closely with the Planning and Development Service division.

Minimum Education Level

2 - Associates and/or Professional Certification (if specific fields, list below)

Specifics: Equivalent to an Associates degree from an accredited college or university with major course work in engineering, construction, drafting, or a related field. Experience and specialized training related to this position may substitute for formal education.

Minimum Experience Level

Four-Five years (if in specific skills/fields, list below)

Specifics: Five (5) years of increasing responsibilities in construction, public works operations and maintenance, or technical public works engineering experience.

Substitution Note: A combination of education and experience which provides the applicant with the knowledge, skills and abilities to successfully perform the duties of this position.

Perform inspections of public works and private development projects with integrity and honesty

Interpret and apply laws, regulations, codes, ordinances, and policies governing the construction of public works projects.

Detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied.

Read, review and understand a wide variety of technical maps and drawings, including topographic maps, building plans, and construction drawings.

Perform various mathematical calculations.

Perform a variety of technical drafting work, including preparation of plans, engineering drawings, and maps, including CAD.

Operate a variety of engineering equipment in a safe and effective manner.

Maintain accurate engineering and inspection files and records.

Prepare clear and concise technical reports.

IDR- document daily construction documents through reporting, photographs, bid items, quantity calculations, in a timely effective manner.

Work independently in the absence of supervision.
