Reporting to the Director, Organizational Development & Engagement as the Bilingual Junior Specialist, Organizational Development & Engagement, you will support the successful implementation, deployment, and rollout of employee listening and engagement initiatives (including local, department/function-level surveys, exit surveys, and onboarding surveys). Combining administrative rigor, data accuracy, and communication agility, you will act as a key liaison between employees, managers, and HR Business Partners (HRBPs) to foster a culture of continuous listening, feedback, and engagement across the organization. You will thrive in a dynamic, creative environment, balancing operational, analytical, and relational tasks while maintaining regular contact with internal partners.

This is a hybrid position combining remote work and office presence, based on two (flexible) days per week in the office. Working conditions will be discussed with the hiring manager according to departmental guidelines.

A full-time permanent position is currently available and can be based in one of our stations in Ottawa or Montreal.

Main Responsibilities and Impact:

1. Engagement Program Coordination & Deployment

  • Plan and coordinate the logistical and operational activities related to the deployment and rollout of local, department, and function-level surveys.

  • Support the rollout of the broader enterprise employee listening program (e.g., Your Voice / Peakon in Workday) across targeted units.

  • Coordinate feedback loop schedules, campaign launch dates, and administration workflows with HRBPs and department leaders.

  • Manage registration, access privileges, and demographic mapping for survey participants across various organizational functions.

2. Data Reporting & Communications Support

  • Assist in assembling, formatting, and summarizing survey participation rate data and core sentiment metrics (e.g., eNPS, engagement scores).

  • Support the development and deployment of communication plans and user guides designed for managers and HRBPs to socialize survey results and drive action planning.

  • Create visual presentations and infographics to support executive and engagement committee meetings.

3. Operational Support & Continuous Improvement

  • Act as the primary point of contact for the dedicated engagement and employee listening inbox, answering inquiries from managers and staff in a timely manner.

  • Maintain and update the internal digital library of engagement tools, action-planning toolkits, and survey resources.

  • Document operational processes and participate in post-campaign retrospectives to identify process improvement opportunities and keep documentation up to date.

4. Administrative Coordination

  • Collaborate with the broader Talent, Organizational Effectiveness & Change team to ensure a seamless flow of data regarding organizational health insights.

Candidate Profile:

  • Strong written and oral communication skills in both French and English (bilingualism required).

  • Superior skills in work organization, customer service, and priority management.

  • Good judgment, rigour, adherence to policies and procedures, professionalism, customer orientation, and a strong sense of confidentiality.

  • Strong interpersonal skills, and comfort in building relationships with both internal and external partners.

  • Ability to navigate a complex, fast-paced, and changing environment.

  • Proficiency with Google Workspace and Microsoft Office tools (experience with Miro is an asset).

  • Relevant experience within a large organization (500+ employees) in a Human Resources or Engagement department (an asset).

  • Familiarity with talent management systems, survey platforms, or HRIS tools (e.g., Workday, Peakon - an asset).

  • Experience working in a unionized environment (an asset).

  • CPHR / CRHA designation or candidacy (an asset).

Required Qualifications:

  • College or university degree in Human Resources, Industrial Relations, Communications, Organizational Development, Business Administration, or a related discipline.

  • Minimum of 2 to 4 years of relevant experience as a coordinator, analyst, technician, or related function in HR, employee engagement, or organizational development.
