This position is housed in the Chronic Disease Epidemiology and Evaluation Program (CDEEP), which is located in the Center for Health and Environmental Data (CHED). The program exists to provide surveillance, epidemiology, and evaluation support to CDPHE programs, primarily those in the Prevention Services Division. The program provides managers, policy makers, and other decision makers with population and programmatic data to help direct programs and policies to the appropriate geographies and demographics, and evaluate programs’ efficiency, effectiveness, and impact. The program is also responsible for data collection, analysis, and dissemination of population surveillance data for use in monitoring population and health trends, and in support of measuring progress towards state and local public health goals. This position reports to the CDEEP Interim Program Manager.
This position exists to provide evaluation services to CDPHE’s public health and environmental programs. This includes providing technical assistance in defining measurable program goals and objectives; planning and designing evaluation research methodologies with the purpose of assessing needs and health equity, aiding in program improvement, demonstrating accountability, effectiveness or impact, and managing performance measurement reporting processes, all to inform programmatic decisions; assessing tthe statistical reliability and validity of potential measurement instruments and/or developing new measurement tools as needed; collecting, managing and implementing quality controls of primary data; planning and independently performing descriptive and inferential staistical analyses of quantitative data sets used in evaluation studies; employing qualitative research methods such as surveys, focus groups and key informant interviews to elicit qualitative evaluation information; and independently interpreting results to inform judgments about the program's performance related to their evaluation questions. The position is responsible for convening partners to plan evaluations, discuss interim progress, share key findings, and discuss potential implications of the findings on program operations and future evaluation needs. This position collaborates with multiple internal and external partners to negotiate evaluation timelines, methods, and deliverables, and document the agreements in written scopes of works. The position deploys a high level of knowledge and expertise in evaluation theories, frameworks, tools, and research methods, as well as expertise in statistical test and/or qualitative methodologies available to answer various evaluation and data questions. The position has suitable knowledge and expertise to offer opinions that will provide direction for future action by program staff.

Minimum Qualifications/Substitutions:
Six (6) years professional experience in statistical analysis and/or evaluation.
Bachelor's degree from an accredited college or university in program evaluation, public health, sociology, anthropology, psychology, epidemiology or a closely related degree, AND
Two (2) years of experience in leading applied research and/or program evaluation projects, including evaluation planning, partner engagement and facilitation, methods design, development of data collection tools, quantitative and qualitative analysis, and reporting.
ADVANCE DEGREE :
A Master's in degree from an accredited college or university in program evaluation, public health, sociology, anthropology, sociology, psychology, epidemiology or a closely related degree.

Preferred Qualifications:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
- Public Health Program Evaluation Leadership: Proven track record successfully leading program evaluations of public health prevention initiatives (chronic disease focus preferred), utilizing current evaluation frameworks (e.g. Utilization-Focused Evaluation, Equitable Evaluation, Developmental Evaluation, RE-AIM/REACT, CDC Evaluation Framework, etc.)
- Facilitated Decision-Making: Strong group facilitation skills with a demonstrated ability to engage diverse interested parties to identity and define evaluation priorities, drive team decision-making to determine priorities, and document agreements in scopes of work.
- Program Evaluation/Applied Research Design: Expertise in designing and executing tailored program evaluation plans aligned with program goals, funder requirements, and Social Determinants of Health (SDOH equity principles.
- Quantitative Analysis & Tools: Applied knowledge of descriptive and inferential statistics using statistical software (SPSS, R, etc.) with hands-on experience in survey and/or data collection design and data administration (REDCap highly preferred).
- Qualitative Methods Expertise: Demonstrated proficiency in designing, conducting, and analyzing qualitative protocols, including focus groups, key informant interviews and document reviews using qualitative packages (e.g.Dedoose).
- Data Lifecycle & Quality Assurance: Comprehensive experience in primary data collection, cleaning, management, and quality control, ensuring high accuracy and data integrity across multi-source datasets.
- Performance Measurement, Reporting & Data Visualization: Proven ability to manage performance measurement reporting processes, accurately interpret results from multiple studies, synthesize complex quantitative/qualitative data into actionable reports, visual summaries, interactive dashboards, and presentations tailored for diverse, not-technical audiences.
- Strategic Problem-Solving & Autonomy: High degree of initiative, critical thinking, and adaptability to navigate ambiguous projects, solve complex process challenges through a collaborative approach, and deliver high-quality results independently.
