The Technology Management Division (TMD) provides corporate IT, cyber security, and privacy governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening its technology foundation. Within TMD, the Information Security Supervisory Department (ISSD) combines proactive cyber defense with strategic information security, privacy, and data governance to protect the company’s global assets and data.

The Cyber Security Defense Department (CSDD) is responsible for safeguarding all Rakuten companies and users from cyber threats, ensuring the security and integrity of Rakuten Group's global internet services. We oversee all aspects of both Secure Development and Security Operations for services developed within the group, with dedicated security teams and operation centers strategically located in key regions worldwide.

We are seeking a strategic and creative Cyber Security Training Specialist to lead the evolution of our security training ecosystem. In this role, you will move beyond traditional content creation to build scalable, role-based learning paths. You will act as a consultant to internal stakeholders, a project manager for complex initiatives, and an innovator who leverages AI-powered tools to optimize learning efficiency. This is an ideal position for a candidate who thrives at the intersection of technical complexity, organizational change, and educational technology.

・Curriculum Development: Conduct thorough needs assessments to identify security knowledge gaps. Design and maintain comprehensive, role-based learning paths aligned with CSDD’s strategic roadmap

・Strategic Project Management: Own the end-to-end lifecycle of training programs and security awareness campaigns. Manage multiple high-priority projects, ensuring timely delivery while navigating cross-functional dependencies

・Innovation & AI Integration: Proactively explore and implement AI-powered workflows to automate content generation, personalize learner paths, and increase training impact

・Stakeholder Collaboration: Partner with Engineering, Legal, HR, Business Units, and others to translate complex technical/security requirements into engaging, accessible, and accurate learning materials

・Data-Driven Optimization: Manage LMS content and reporting. Analyze completion data and performance metrics to iterate on training programs and demonstrate ROI to leadership

・Cross-Functional Communication: Serve as an advocate for security culture, promoting initiatives across the organization through diverse communication channels

Mandatory Qualifications:

・Experience: More than 5 years in instructional design or curriculum development, preferably within technical or corporate environments

・Project Leadership: Proven track record of managing complex, cross-functional projects from discovery through to evaluation

・Instructional Design Expertise: Mastery of ID methodologies - such as ADDIE and SAM - and modern authoring tools like Articulate Storyline or Adobe Captivate

・Communication: Exceptional ability to distill complex technical concepts into clear, engaging content for both technical and non-technical audiences

・Technical Proficiency: Familiarity with LMS administration (e.g. Workday Learning), SCORM/xAPI standards, and video production/editing

・Education: Bachelor’s degree in Instructional Systems, Learning Technologies, Education, or a related field

・Language: Business-level proficiency in English (written and spoken)

Desired Qualifications:

・Advanced Technical Skills: Familiarity with JavaScript and API interactions

・Innovation: Demonstrated interest or hands-on experience applying AI in the learning development lifecycle

・Engagement: Experience designing gamified learning experiences

・Language: Fluency in Japanese (written and spoken) is a significant advantage

・Soft Skills: Proven ability to thrive in a fast-paced, multicultural, and highly collaborative environment
