Description

Under the general supervision of a Division Director or higher-level officer, an employee in this
class performs specialized administrative and management work in directing a specific project or
program within a department.

An employee in this class is directly responsible for planning and organizing all functions of a
specific departmental projects including budgets, personnel and other related work. Supervision
takes the form of discussions, conferences, and analysis of reports submitted.Plans and organizes all phases of a project or program to ensure effective management and
operations.

Prepares budget estimates for the project/program.

Develops evaluation techniques for the project/program.

Supervises the development and maintenance of the record system, pertaining to the program or
project.

Assigns and supervises the work of subordinates personnel of the program or project.

Prepared monthly and annual reports, indicating activities of the program during said period.

Attends and participates in staff and divisional meetings as needed.

Evaluates the applicability of new technical developments and recommends appropriate methods
for incorporating them into program operations, procedures, and service delivery.

Prepares, compiles, and submits reports as required or requested to document program activities,
progress, outcomes, and related administrative information.

Performs other related duties as required.Master's degree from an accredited college or university in business or public administration or a
closely related field, and three (3) years of progressively responsible administrative experience.

Bachelor's degree from an accredited college or university in business or public administration or
a closely related field, and six (6) years of progressively responsible administrative experience.

High School Diploma or its equivalent from an accredited institution, supplemented by at least
twelve (12) years of progressively responsible administrative experience.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of governmental policies, procedures, and regulations governing administrative and
program operations.
Knowledge of administrative principles, office management practices, and procedures used in
coordinating program activities.
Knowledge of budgeting, basic accounting, and statistical reporting principles used in program
administration.
Knowledge of supervisory principles and practices, including work assignment, staff
coordination, and performance monitoring.
Knowledge of business and management principles applicable to planning, organizing, and
directing program operations.
Knowledge of strategic planning, resource allocation, leadership techniques, operational
methods, and coordination of personnel and resources.
Skill in gathering, reviewing, and analyzing information from multiple sources to support
program decisions and reporting requirements.
Skill in compiling, organizing, verifying, and interpreting data for reports, records, budget
estimates, and program evaluations.
Ability to interpret guidelines and apply policies, regulations, and procedures to varied
administrative and programmatic issues.
Ability to communicate clearly and effectively, both orally and in writing, with supervisors,
staff, officials, and the public.
Ability to explain, interpret, and apply complex rules, policies, and regulations related to
assigned program operations.
Ability to prepare clear, accurate, and complex reports, including statistical, operational,
budgetary, and administrative reports.
Ability to establish and maintain effective working relationships with supervisors, employees,
government officials, agency representatives, and other stakeholders.

FACTOR 2- SUPERVISORY CONTROLS
Work is supervised by a Division Director or higher-level officer who assigns the workload
within general guidelines. The employee is given considerable latitude in carrying out assigned
duties and responsibilities. Supervision is generally available and provided through discussions,
conferences, and review of submitted reports. Work is reviewed through reports and conferences
held to discuss issues, concerns, and progress.

FACTOR 3- GUIDELINES
Guidelines include departmental policies and procedures, local and federal laws, program rules
and regulations, project manuals, collective bargaining agreements (CBAs), personnel rules and
regulations, and administrative directives. The employee uses these guidelines to plan,
coordinate, and manage program activities and exercises judgment in interpreting and applying
them to varied administrative and operational situations.

employee exercises judgment in planning, coordinating, and adjusting program activities within

Work is primarily sedentary; however, some walking, standing, carrying or lifting may be
required.

FACTOR 9- WORK ENVIRONMENT
Work is performed in an office setting and at various work sites throughout the territory.
