Description
The Facilities Manager is responsible for planning, coordinating, performing, and overseeing functions associated with Klickitat PUD buildings, facilities, grounds, and related support services. Responsibilities include supervision of facilities personnel and oversight of contractors and vendors providing maintenance, repair, construction, and other facility-related services.
The Facilities Manager ensures facilities are safe, secure, functional, well maintained, and able to support efficient operations. Responsibilities may include building and grounds maintenance, facility repairs and improvements, preventive maintenance, remodeling and construction projects, space planning, security, building systems, furniture, fixtures, equipment, supplies, and other related support activities.
This position is responsible for both management and hands-on support of facility operations, including inspection, troubleshooting, repair coordination, and assistance with maintenance activities as needed. The Facilities Manager also develops and administers budgets, contracts, maintenance programs, and facility improvement plans and assists with ensuring compliance with applicable federal, state, and local requirements.
Duties may include, but are not limited to, the following:
- Plan, coordinate, perform, and oversee the maintenance, repair, operation, and improvement of buildings, facilities, grounds, parking areas, and related infrastructure.
- Ensure facilities, utilities, building systems, and equipment are safe, secure, functional, and properly maintained; perform inspections, troubleshoot issues, and coordinate or assist with repairs as needed.
- Supervise facilities personnel and coordinate contractors, vendors, and service providers performing maintenance, repair, construction, custodial, grounds, security, and other facility-related work.
- Plan and manage construction, remodeling, renovation, and improvement projects, including development of scopes of work, scheduling, contractor coordination, quality review, and project completion.
- Oversee and assist with building systems and services, including HVAC, plumbing, electrical, lighting, fire protection, security and access systems, emergency power, landscaping, snow removal, and other facility-support needs.
- Plan, administer, and monitor operating and capital budgets, contracts, equipment, supplies, inventories, furniture, fixtures, and facility-related purchases.
- Assess current and future facility needs, including preventive maintenance, space planning, equipment replacement, capital improvements, and opportunities to improve efficiency and operations.
- Ensure compliance with applicable laws, regulations, codes, safety requirements, and organizational policies; maintain appropriate maintenance, inspection, contract, project, and asset records.
- Coordinate with departments, employees, contractors, vendors, and outside agencies to address facility needs, minimize operational disruptions, and support organizational operations.
- Respond to urgent facility, security, weather, or building-system issues, including outside normal working hours when necessary.
- Perform other duties as assigned.
Knowledge of:
- Facilities management principles, preventive maintenance practices, and asset lifecycle planning.
- Building systems, equipment, and infrastructure, including HVAC, plumbing, electrical, life-safety, security, and emergency systems.
- Construction, maintenance, repair, and project management practices applicable to commercial or public facilities.
- Budgeting, purchasing, contract administration, inventory control, and vendor management practices.
- Applicable laws, codes, regulations, safety standards, and compliance requirements related to facilities operations.
- Supervisory principles, employee development, and effective workplace communication.
Ability to:

- Maintain accurate records, prepare reports and recommendations, and use applicable business and facility-management systems.
Minimum Qualifications: Eight (8) years of progressively responsible experience in facilities management, building maintenance, construction, property management, public works, or a closely related field, including experience performing or coordinating facility maintenance, projects, contractors, and vendors.
- Supervisory or lead experience appropriate to the responsibilities of the position.
- Demonstrated experience with building maintenance and repair, facility systems, project coordination, budgeting, and contractor or vendor management.
- Proficiency with computers, Microsoft Office, and other software systems used for facility, work-order, purchasing, asset-management, and administrative functions.
- Valid First Aid/CPR certification, or the ability to obtain within six months of employment.
- Post-offer drug test required.
- Post-offer background check required.
Education: Associate degree in facilities management, construction management, business administration, or a related field preferred.

Any combination of education, training, and experience that provides the knowledge, skills, and abilities required to successfully perform the duties of the position.
Valid Driver’s License: Valid driver's license required.
Preferred Qualifications:
- Experience managing facilities for a public utility, public agency, municipality, or organization with multiple facilities.
- Experience managing construction, renovation, or capital improvement projects.
- Experience with public procurement, contracting, purchasing, or bidding processes.
- Experience supervising facilities or maintenance personnel.
- Relevant certification or training in facilities management, construction management, project management, building systems, or workplace safety.

- Duties may require prolonged standing or walking; bending, stooping, kneeling, crouching, climbing stairs or ladders; use of hand and power tools; and occasional lifting or moving of up to 50 pounds.
- Work may be performed indoors or outdoors in varying weather conditions and around active maintenance, construction, shop, or equipment environments.
- Regular travel throughout the service territory is required, and the employee may be required to respond outside normal business hours to urgent facility, security, weather, or building-system issues.
