Job Description Summary

The Assistant Director of Finance and Administration for the University Business Operations and Chief Operations Officer serves as a strategic leader with matrixed reporting to the Director of Business Operations and the Senior Director of Enterprise Strategic Financial Planning & Analysis. The position provides comprehensive financial stewardship, resource management, and administrative oversight for all Business Operations domains.

This role ensures alignment with the strategic objectives and financial reporting standards established by the Enterprise Chief Financial Officers. The Director leads strategic project planning and execution for Business Operations and collaborates extensively with MUSC Enterprise finance, procurement, and HR teams to build integrated financial, workforce, and operational plans that elevate the value and effectiveness of Business Operations services.

The Director oversees long-term financial planning, annual budgets, and monthly financial and workforce performance reporting. The role provides high-quality analytics, data-driven recommendations, and action plans that support operational decisions and advance enterprise strategy.

Job Description

Job Purpose:

This role ensures alignment with the strategic objectives and financial reporting standards established by the Enterprise Chief Financial Officers. The Director leads strategic project planning and execution for Business Operations and collaborates extensively with MUSC Enterprise finance, procurement, and HR teams to build integrated financial, workforce, and operational plans that elevate the value and effectiveness of Business Operations services.

The Assistant Director oversees long-term financial planning, annual budgets, and monthly financial and workforce performance reporting. The role provides high-quality analytics, data-driven recommendations, and action plans that support operational decisions and advance enterprise strategy.

Job Responsibilities:

25% - Budget, Financial Oversight & Resource Management. Provides comprehensive oversight of all Business Services and Chief Operations Officer budgets ensuring accuracy, transparency, and alignment with enterprise financial standards. Leads annual budget development, multi-year forecasts, and scenario planning. Reviews and enhances financial practices related to contracts, MOUs, compensation structures, and spending patterns. Evaluates business operations within units and recommends improvements to increase efficiency, reduce risk, and ensure financial sustainability. Partners with unit leaders to strengthen effectiveness and promote consistent operational standards. Promotes resource coordination, shared services, and cross-unit collaboration to optimize operations.

20% - Strategic Planning, Leadership & Enterprise Alignment. Serves as a strategic advisor to operations leadership on financial planning, workforce impacts, organizational structure, and resource allocation. Ensures financial activities and administrative operations support enterprise strategic priorities. Leads strategic project planning and execution for transformation initiatives. Integrates workforce analytics and financial modeling to support long-term organizational planning.

20% - Administrative Operations, Process Optimization & Compliance. Directs administrative operations including procurement, contracting, workflow standardization, and policy development. Implements process improvements to streamline operations, strengthen internal controls, and ensure consistent administrative practices across units. Ensures compliance with institutional policies, procurement rules, financial standards, and regulatory requirements. Develops and maintains documentation, SOPs, and administrative frameworks that support consistent, high-quality operations.

20% - Financial Reporting, Workforce Analytics & Decision Support. Oversees the creation of monthly enterprise-wide financial and workforce performance reports. Develops dashboards, KPIs, and analytics to support data-driven decision-making. Identifies financial risks, workforce trends, and operational gaps, recommending corrective strategies to leadership. Ensures reporting quality meets enterprise CFO standards and supports executive-level decision processes.

10% - Enterprise Collaboration, Stakeholder Engagement & Communication. Serves as a key liaison with Enterprise Financial Officers, procurement, leadership, and business partners. Facilitates alignment of financial, human resources, and operational strategies across entities. This position is responsible for ensuring responsible fiscal management of MUHA and University funds for Business Ops units through shared services. Leads communication of key financial insights, budget performance, and operational updates to leadership. Builds strong partnerships that enhance the coordination and impact of financial and administrative functions.

5% - Performs other duties as assigned by the Director in support of the operational efforts of Business Operations and other units within the Operations division.

MINIMUM REQUIREMENTS OF THE POSITION (Must meet MUSC minimum requirements.)

Master's degree and 5 years of relevant and progressive experience in managing large and complex public sector business entities, or a Bachelor's degree and 8 years of experience. Salary commensurate with experience.

The position requires the ability to make critical decisions that impact the University and Enterprise's well-being. Requires the ability to think critically and creatively, solve complex problems, and analyze large sets of data, including financial, space metrics, and other data. Extensive knowledge of MUSC Enterprise administrative and financial software systems.
