Markon is seeking a Subcontractor Site Representative (STR) to support construction field oversight at the Naval Nuclear Laboratory’s Knolls site. The STR will manage construction, maintenance, and site-services subcontracts from conception through closeout, providing field oversight to ensure subcontractor performance, compliance, quality, and safety while serving as the primary interface with the contractor’s project manager.

 

NOTE: This position requires regular onsite work at the Knolls location and may be performed remotely up to 20% of the time. An active DOE L clearance is required (or active secret and above clearances).

Responsibilities

  • Manage construction, maintenance, and site-services subcontracts from conception through closeout.
  • Implement subcontract management activities in accordance with established Construction Management policies and procedures.
  • Oversee and monitor subcontractor performance, compliance, quality, and safety in accordance with OSHA and site-specific requirements.
  • Ensure subcontractor adherence to the requirements and terms of assigned subcontracts.
  • Help prevent subcontractor failure, project misdirection, unnecessary lines of communication, subcontractor rework, and compliance risk.
  • Serve as the primary point of contact for the contractor’s project manager.
  • Develop and maintain effective working relationships with contractor project managers and their teams to support successful contract execution.
  • Provide appropriate direction and guidance to subcontractors throughout project execution.
  • Review multi-disciplinary procedures and contractor-submitted plans.
  • Provide oversight of environmental, safety, and health protocols as required.
  • Provide input into Project Execution Plans.
  • Respond to unplanned events and unforeseen project or site conditions.
  • Document subcontractor performance throughout project execution.
  • Perform Subcontractor Work Administrator responsibilities in accordance with NNL qualification requirements.
  • Review and approve Material Disposition Lists for waste associated with upcoming projects in accordance with NNL Waste Chemical Representative qualification requirements.

Qualifications

Required:

  • Must have an active DOE L clearance to be considered.
    • A secret or above clearance may be considered as well.
  • Field construction experience.
  • Working knowledge of OSHA requirements and related documentation.
  • Ability to work independently and be self-directed.
  • Strong leadership and communication skills.
  • Ability to work effectively within a multi-faceted team.
  • Ability to read and comprehend technical documents and drawings.
  • Demonstrated ability to clearly and concisely communicate technical ideas and concepts.

Desired:

  • Ability to work independently with minimal supervision while overseeing contractor activities.
  • Expert knowledge of subcontract policies and procedures.
  • Understanding of how subcontract policies and procedures are flowed down by an Owner or Contractor to subcontractors and lower-tier subcontractors.
  • Experience reviewing multi-disciplinary procedures and contractor-submitted plans.
  • Experience providing oversight for environmental, safety, and health protocols.
  • Experience providing input into Project Execution Plans.
  • Ability to respond effectively to unplanned events and unforeseen conditions.
  • Experience documenting and evaluating subcontractor performance.
  • Field construction experience.

Salary Range

USD $90,000.00 - USD $119,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
