JOB SUMMARY:Reporting to the Director, Operations, the Manager of Workforce Scheduling Services (WSS) is accountable for leading and delivering staffing services for the designated Community of Care (CoC) and across Vancouver Coastal Health (VCH), and meeting or exceeding service delivery and quality objectives. Provides leadership, management and support to designated staff, monitors workloads to meet operational requirements, and maintains effective utilization of resources, tools and services to effectively manage services. Develops and fosters constructive and collaborative relationships with vendors, key customers and other stakeholders to identify issues and implement solutions that are mutually beneficial. Implements and evaluates key quality indicators, develops business improvement plans, goals and objectives and partners with VCH Financial Operations, Employee Engagement and departmental/clinical leadership to ensure customer needs are met. Primary external partnerships include Payroll and Records and Benefits providers, provincial strategic planning groups, system providers, other health authorities and provincial union representatives. The Manager represents VCH Workforce Scheduling Services with HEABC, Unions and the Provincial Scheduling Directors committee to support a consistent and efficient response to staffing needs across the organization.QUALIFICATIONS:Bachelor’s Degree in Business Administration or related field. Minimum of seven (7) years’ recent, related staffing and payroll experience, including at least four (4) years in a supervisory capacity or an equivalent combination of experience, education and training. Prior experience with timekeeping and staffing systems and project planning and control is preferred.ROLE SPECIFIC EXPERTISE:• Comprehensive knowledge of staffing and timekeeping principles as well as related healthcare collective agreement language, legislation, regulations, practices and guidelines.• Expertise in computer-based payroll/financial, time capture and scheduling systems including computer controls, terms and conditions and regulations.• Understands the functional complexities of integrated, multifaceted human resources, timekeeping, payroll and benefits systems• A working knowledge of the KRONOS Workforce Central systems, staffing and scheduling processes and collective agreement interpretation.• Demonstrated ability to provide leadership to staff in attainment of exceptional service, goals and objectives.• Highly developed interpersonal and communications skills; facilitates, collaborates and negotiates with others.• Strong organizational skills; able to prioritize, plan, organize workloads and manage client expectations.• Quality service orientation; continuously seeks to develop and improve service delivery, standards and practices.• Uses broad knowledge and experience in human resources, payroll and benefits practices and related business processes.• Broad knowledge of health care policies, practices and procedures as they related to general accounting section responsibilities.MANAGEMENT COMPETENCIES:Respect:- You question actions inconsistent with our values.- You treat people with fairness and respect independent of their status or disagreement with you.Performance Excellence:- You hire great people and expect great things from them.- You inspire others with your thirst for excellence.Learning Organization:- You create an environment where people can flourish and grow.- You seek what is best for the health system, rather than the best for yourself or your group.Courage to Innovate:- You challenge the status quo to improve quality and sustainability.- You take smart risks and make tough decisions without agonizing.
