General Statement of Job:The Community Resource Coordinator supports individuals and families experiencing homelessness while contributing to the overall quality of life within the community. Under limited supervision of the Public Affairs Director, this role involves both fieldwork and administrative work involving the day-to-day management, coordination, implementation, and evaluation of the City’s homeless outreach programs and related initiatives.
The Community Resource Coordinator position serves as a primary point of coordination among City departments, law enforcement, Palm Beach County, community partners, and service delivery agencies. Responsibilities include assessing the needs of individuals and families experiencing homelessness; coordinating referrals and connections to appropriate housing, behavioral health, substance use, medical, benefits, and other supportive services; and identifying opportunities to improve service delivery and reduce barriers to assistance The position manages and coordinates the activities of the Homeless Outreach (HOT) members provided through Palm Beach County and works closely with the Boca Raton Police Department.
Based on site in Boca Raton, this role may work a variable schedule including outside normal business hours and is eligible to work remotely up to one day a week, subject to supervisor’s approval.
- Design, implement, and manage the City’s comprehensive homelessness response strategy in alignment with community policing principles and municipal directives.
- Act as the central point of contact between the police department, city/county administration, and external stakeholders regarding homeless outreach and related public safety concerns.
- Schedule and attend meetings with homeless outreach committees and other community stakeholders to collaborate and provide education.
- Manage and coordinate multidisciplinary outreach efforts involving Public Affairs, Police, CRA, Palm Beach County, contracted or assigned outreach personnel, nonprofit organizations, and other community partners.
- Establish and maintain working relationships with social service agencies, mental health providers, the continuum of care (CoC), local shelters, and housing authorities
- Develop and oversee operational plans for the safe, humane, and legal cleanup of illegal encampments in accordance with applicable laws.
- Assist Police Officers and the Homeless Outreach Team in the field with complex cases and resource navigation.
- Develop individual risk reduction plans based on client assessments.
- Conduct advocacy efforts and initiatives on behalf of the City’s homeless community
- Write, review, and update policies regarding the City’s homeless outreach program
- Develop roll call and in-service training for officers on trauma-informed care, de-escalation tactics, legal updates, and available diversion programs.
- Monitor federal and state legislative changes and key court rulings regarding homelessness to ensure department practices remain legally sound and minimize liability.
Knowledge of:
- Community services available for the homeless population
- Special needs of the homeless population
- And familiarity with affordable housing, homeless issues, and systems of service delivery
- Federal, state, and local laws, regulations, ordinances, and court rulings related to homelessness, encampments, and public space enforcement.
- Municipal operations, policy development, and administrative best practices and procedures
Skilled in:
- The use of a variety of Microsoft Office Suite products to include Word, Excel, Outlook, and PowerPoint at an intermediate level.
- Responsible for metric management, including data collection, organization, and report preparation
- Analysis, strategic planning, and implementation of problem-solving solutions to service delivery issues.
- Public speaking and facilitating meetings with internal and external stakeholders.
Ability to:
- Write and verbally present information clearly.
- Work a flexible work schedule that includes weekdays, weekends and evenings as needed.
- Work outdoors and in varied field conditions, including encampments and non-traditional settings.
- Collaborate with stakeholders and clients in providing services
- Build and maintain collaborative relationships across law enforcement, city/county government, nonprofit providers, and partner agencies
- Multitask and manage multiple complex cases or projects simultaneously.
- Bachelor’s degree in social work, public health, human services, social sciences or a related field of study
- Three (3) years of professional experience in social services or related field and
- Two (2) years of direct experience serving the homeless
- Florida Class E Driver’s license
PREFERRED QUALIFICATIONS:
- Master’s degree in social work or a related field
- Experience working in local government
- Experience working with homeless initiatives
- Experience working with boards or committees
- Bilingual skills – Spanish and/or Haitian Creole
Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree.
