Context and background

The United Nations World Food Programme, hereinafter referred to as “WFP”, with its Headquarters in Rome, Italy, is the leading humanitarian organisation saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impacts of climate change.

The mission of the Office of the Inspector General (OIG) is to provide WFP stakeholders with assurance on the adequacy and effectiveness of WFP’s governance, risk management and control processes; to detect and deter fraud, waste and abuse through independent and objective oversight activities; to conduct inspections and investigations into allegations of wrongdoing and misconduct; and to facilitate the adoption of United Nations, humanitarian-sector and private-sector good practices related to assurance and oversight.

OIG consists of three functional branches:

  • The Office of Internal Audit (OIGA), which provides independent assurance and advisory services on governance, risk management and internal controls.
  • The Office of Inspections and Investigations (OIGI), which investigates allegations of misconduct including fraud, corruption and sexual misconduct by WFP employees and partners and conducts inspections into areas of heightened risk.
  • Professional Support Services (PSS), which provides shared analytical, technology, digital forensics, intelligence, administrative and business support services, enabling OIG to operate as an integrated, modern and data-driven oversight function.

Purpose and scope of these Terms of Reference

Professional Support Services is seeking a SharePoint and Front-End Developer to design, develop, enhance and maintain secure, accessible and user-friendly digital solutions that support OIG’s audit, investigation, professional practices, knowledge-management and administrative processes. The consultant will combine strong SharePoint Online and Microsoft 365 development expertise with modern front-end development skills to translate business needs into intuitive, responsive and maintainable solutions.

In particular, the consultancy will support OIG in:

  • Designing, developing and maintaining modern SharePoint Online sites, pages, lists, libraries, forms, web parts and extensions;
  • Developing responsive and accessible user interfaces using modern front-end technologies and the SharePoint Framework (SPFx);
  • Integrating SharePoint solutions with Microsoft 365 services, Microsoft Graph, Power Platform and approved corporate systems;
  • Automating business processes, notifications, approvals and recurring tasks;
  • Improving information architecture, navigation, search, metadata, content management and user experience;
  • Supporting the management and further development of OIG websites, portals and collaboration spaces;
  • Providing technical documentation, testing, deployment support, maintenance and knowledge transfer.

The consultant will work closely with OIG staff, including auditors, investigators, data analysts, professional practices personnel, administrative colleagues, information-management focal points and relevant WFP technology teams. The incumbent will operate under the direct supervision of the Senior Professional Practices and Audit Innovation Officer.

Key responsibilities (not all-inclusive, nor exhaustive):

Under the overall supervision of the designated OIG manager, and in close coordination with relevant OIG staff and corporate technology teams, the consultant will undertake the following tasks:

A. Solution analysis and technical design

  • Engage with business owners and users to understand objectives, processes, pain points and functional requirements.
  • Translate business requirements into solution designs, user stories, prototypes, technical specifications and implementation plans.
  • Advise on the appropriate use of standard SharePoint capabilities, SPFx, Power Platform, Microsoft Graph and other approved technologies.
  • Design secure, scalable, maintainable and reusable solutions aligned with WFP architecture, governance and support arrangements.
  • Estimate effort, identify dependencies and technical risks, and recommend delivery priorities and options.

B. SharePoint development and configuration

  • Design, build, configure and maintain modern SharePoint Online sites, hubs, pages, lists, libraries, content types, metadata, views, permissions and navigation.
  • Develop custom SharePoint components using SPFx, TypeScript, React and relevant Microsoft 365 development libraries.
  • Create web parts, extensions, adaptive interfaces, forms and reusable components tailored to OIG business needs.
  • Configure and enhance enterprise search, content discovery, document-management and records-management features, in coordination with responsible teams.
  • Support migration, restructuring and modernisation of existing SharePoint sites and solutions, including remediation of legacy customisations.
  • Integrate SharePoint with Microsoft Graph, REST APIs, Power Automate, Power Apps, Teams and other approved services.

C. Front-end and user-experience development

  • Develop responsive, intuitive and visually consistent user interfaces using HTML5, CSS, JavaScript/TypeScript and React.
  • Convert business requirements, wireframes and visual concepts into production-quality interfaces and reusable components.
  • Apply responsive design, cross-browser compatibility, accessibility and usability principles throughout the development lifecycle.
  • Optimise front-end performance, loading times, component behaviour, and mobile usability.
  • Apply OIG and WFP branding and design standards consistently while maintaining clear information hierarchy and ease of use.
  • Conduct user testing and incorporate feedback to improve navigation, readability and task completion.

D. Workflow automation and integration

  • Design and implement workflows for approvals, notifications, task management, data collection and recurring business processes using Power Automate or other approved tools.
  • Develop and configure forms using SharePoint, Power Apps or custom front-end components, as appropriate.
  • Integrate solutions with approved data sources and services using connectors, APIs and Microsoft Graph.
  • Implement appropriate validation, exception handling, logging and monitoring for automated processes.
  • Identify opportunities to simplify and automate manual processes while ensuring appropriate controls and audit trails.

E. Testing, deployment, support and maintenance

  • Prepare test plans and conduct unit, integration, accessibility, performance, security and user-acceptance testing.
  • Manage solution packaging, version control, release documentation and deployment through approved development, test and production environments.
  • Troubleshoot defects, performance issues, permission problems, workflow failures and integration errors, and implement sustainable fixes.
  • Monitor supported solutions and perform maintenance, upgrades and compatibility remediation as Microsoft 365 services evolve.
  • Use source-control and development practices that enable traceability, peer review, controlled releases and recovery.

F. Documentation, governance and knowledge transfer

  • Prepare and maintain solution architecture, configuration, source code, deployment, administration and user documentation.
  • Ensure solutions comply with organisational requirements for information security, privacy, accessibility, records management, branding and data protection.
  • Contribute to development standards, reusable templates, coding conventions and governance arrangements for OIG digital solutions.
  • Provide demonstrations, training and practical guidance to administrators, content owners and end users.
  • Transfer knowledge to designated OIG personnel and provide clear handover materials for ongoing support.

G. Coordination and confidentiality

  • Coordinate with WFP technology teams, platform owners, information-security specialists, data owners, vendors and other stakeholders as required.
  • Communicate progress, issues, risks and decisions clearly to technical and non-technical stakeholders.
  • Maintain strict confidentiality of sensitive operational, personal, audit, investigation and oversight-related information.

Deliverables

The consultant will be expected to deliver, as applicable and depending on assignment priorities, the following outputs:

  • Business and technical requirements, solution designs, wireframes, prototypes and implementation plans;
  • Configured SharePoint Online sites, pages, lists, libraries, navigation, permissions and information architecture;
  • Custom SPFx web parts and extensions, reusable React components and other front-end assets;
  • Automated forms, workflows, notifications, approvals and integrations;
  • Enhancements to OIG websites, portals and collaboration spaces;
  • Test scripts, test results, defect logs and user-acceptance support;
  • Deployment packages, release notes, source code and version-control records;
  • Technical, configuration, administration and user documentation;
  • Operational support, troubleshooting, maintenance and performance improvements for deployed solutions;
  • Knowledge-sharing sessions, demonstrations and handover materials.

A more detailed workplan, including priorities, milestones, acceptance criteria and timelines, will be agreed at the start of the assignment and updated as required.

Other considerations

Qualifications, Experience and Skills

EDUCATION:

Advanced university degree in Computer Science, Software Engineering, Information Systems, Web Development or another relevant field. A first-level university degree combined with additional relevant professional experience may be accepted in lieu of an advanced degree.

EXPERIENCE:

  • At least three years of progressively responsible professional experience in SharePoint and web application development, preferably in complex organisational environments;
  • Demonstrated experience developing and maintaining modern SharePoint Online solutions and customisations;
  • Hands-on experience with SPFx, TypeScript, React, JavaScript, HTML5 and CSS;
  • Experience designing responsive, accessible and user-centred front-end interfaces;
  • Experience integrating SharePoint with Microsoft Graph, REST APIs and Microsoft 365 services;
  • Experience with Power Automate and Power Apps, including workflow automation and form development;
  • Experience with source control, preferably Git, development pipelines, testing and controlled deployment practices;
  • Experience gathering requirements, producing technical documentation and supporting user acceptance and adoption;
  • Experience in modernising legacy SharePoint solutions or migrating content and functionality is desirable;
  • Experience in international organisations, the United Nations system, the public sector or another complex multi-country environment is an asset;
  • Experience supporting audit, investigation, compliance, risk-management or oversight functions is desirable.

TECHNICAL SKILLS & KNOWLEDGE:

  • Advanced knowledge of SharePoint Online architecture, modern sites, lists, libraries, permissions, content types, metadata, search and information architecture;
  • Strong practical knowledge of SPFx and modern client-side development using TypeScript and React;
  • Strong front-end development skills in JavaScript, HTML5, CSS, responsive design and component-based user-interface development;
  • Knowledge of Microsoft Graph, SharePoint REST APIs, PnP libraries and authentication/authorisation concepts;
  • Good knowledge of Power Platform, particularly Power Automate and Power Apps;
  • Knowledge of Microsoft 365 integration patterns, including Teams and related services;
  • Understanding of web accessibility standards, usability principles, cross-browser compatibility and performance optimisation;
  • Understanding of secure software-development practices, application lifecycle management, testing, release management and technical documentation;
  • Ability to troubleshoot complex issues across user interface, SharePoint configuration, permissions, workflows and integrations;
  • Desirable: knowledge of Azure services, Azure DevOps, CI/CD pipelines and cloud application integration;
  • Desirable: familiarity with multilingual websites, analytics, search optimisation, and content-governance practices;
  • Desirable: knowledge of Drupal 9/10/11 architecture and administration. Experience with PHP, Twig, Drupal APIs and module development;
  • Desirable: familiarity with AI-assisted development tools and responsible use of AI in software development.
