The F135 Program Management Office for Production and Development is seeking a qualified candidate to serve as the Collins Partner Program ECU Business Manager.  This position is a member of the F135 Collins Partner Program Management Team and will be responsible for the management and program integration of the F135 Collins ECU portfolio, including contracting, financial performance, planning, proposal, and negotiation activities, risk management, and cross-functional execution.

Collins provides design/development engineering services, production and spares hardware delivery and field support for engine and controls system components including engine controls, pumps, actuators, electrical systems and sensors.  Many of these components will be upgraded for ECU and require specific and unique contracting mechanisms and management to support the program.

 

What You Will Do:

• Lead cross-function teams across P&W and Collins to ensure Collins is contracted in timely manner, determining strategies, setting clear team goals, monitoring progress, providing motivation, delegating responsibility, and ensuring the schedule and business commitments are met.
• Lead development, implementation and change management of inter-entity contractual requirements including contract flow downs, terms and conditions, and funding
• Execute contracting actions to facilitate program support, including:
• Manage Inter-Divisional Work Authorizations, Purchase Orders, Engineering Coordination Memos, Letters of Intent, and other contractual mechanisms.
• Facilitate SOW development and refinement across cross-functional teams.
• Execute quoting activities, proposal development, and overall proposal management.
• Develop and coordinate negotiation strategies and business positions with Contracts, Finance, Engineering, and Program Leadership and support negotiations through agreement and implementation.
• Coordinate with Contracts and cross-functional stakeholders to interpret contractual flow-downs, T&Cs, SDRLs, EVMS, and other requirements for Collins execution.
• Mange program financial performance, including forecasting, funding requirements, contract values, risks and opportunities, baseline changes, and reconciliation/closeout activities; drive forecast accuracy and timely resolution of financial issues.
• Strategically assist L3/CAMs with development of inputs to properly baseline statement of work (SOW) and track schedule performance and budgets under their responsibility.
• Responsible for overseeing the management of budgets, cost, and schedules.
• Sustain robust monthly forecast and risk/opportunity process and drive forecasting accuracy
• Involvement in special assignments and ad hoc analysis
• Primary liaison between the F135 Program Management Office and Collins, building alignment across organizations and ensuring timely resolution of business and program execution issues.

 

Qualifications You Must Have:

• Bachelor’s degree in business or technical discipline is required.
• A minimum of 10 years of experience in customer/product support, project or program management, business management, or strategic planning, or advanced degree with 5+ years’ experience in program, business, operations, or project management required.
• 4+ years’ experience in leading continuous improvement projects
• U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

 

Qualifications We Prefer:

 

• Working SAP knowledge
• Ability to clearly communicate at all organizational levels
• Experience with Earned Value Management EVM is a plus
• Demonstrated impactful leadership that builds high-performing, collaborative teams and drives consistent achievement of business objectives
• Experienced in building strong relationships with internal & external customers through commitment, credibility, and transparency

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
