Position Summary:

The City of Portland’s Bureau of Technology Services (BTS) is seeking a collaborative leader to supervise the Public Works Service Area’s Public Utilities GIS team. This team maintains the geospatial data that supports billions of dollars in water, sewer, and stormwater infrastructure assets.

Reporting to the Public Works Service Area Technology Manager, you will lead eleven GIS professionals and oversee the systems, tools, and workflows that keep utility infrastructure records accurate, complete, and reliable. These mission-critical datasets support daily operations, capital project planning, and enterprise asset management.

You will partner with technology leaders and utility customers to improve GIS services, coordinate priorities, and support technology changes. Your leadership will help ensure that staff have the direction, resources, and development opportunities they need to maintain data essential to public health, safety, and reliable utility services.

What You’ll Do:

  • Lead and develop a team of eleven GIS professionals responsible for utility asset mapping, data maintenance, and quality assurance across Esri ArcGIS platforms and related applications.

  • Oversee GIS systems and workflows, including their design, development, ongoing maintenance, and improvement.

  • Protect data quality by ensuring water, sewer, and stormwater infrastructure records accurately reflect engineering maps, as-built documentation, and asset information.

  • Manage competing priorities, including capital project support, work order sustainment, and technical assistance for the Capital Improvement Program.

  • Guide operational improvements through clear procedures, staff training, change management, and effective communication.

  • Coordinate across teams with Service Area GIS and Data Supervisors and the Enterprise GIS Manager to align strategies, develop product roadmaps, and deliver shared solutions.

  • Support enterprise asset management system implementations, upgrades, and enhancements that depend on GIS data and integrations.

  • Apply sound technical judgment when resolving complex issues and making decisions that affect critical utility operations.

Ideal Candidate Profile:

  • A supportive people leader who sets clear expectations, coaches staff, and creates opportunities for professional growth and collective learning.

  • A skilled GIS professional who understands geodatabase design, administration, and the technical demands of maintaining reliable utility infrastructure data.

  • A champion of data quality who recognizes how accurate asset records support safe operations, effective planning, and dependable public services.

  • A collaborative partner who builds productive relationships with customers, vendors, leadership, and technical teams.

  • A practical problem solver who balances competing priorities, addresses complex technical challenges, and improves systems and workflows.

  • An adaptable change leader who helps teams adopt new tools and practices, including transitions within the Esri platform.

  • An inclusive supervisor who values diverse perspectives, promotes an equitable workplace, and supports a culturally and gender-diverse team.

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:

  1. Experience administering and supporting geographic information systems, including geodatabase administration and design.

  2. Experience leading or supervising highly technical teams, including coaching a diverse workforce, promoting an equitable workplace, and supporting collective learning and adaptability.

  3. Experience overseeing complex GIS operations and performing advanced technical work, including troubleshooting software, hardware, and database issues.

  4. Ability to develop and implement practices, policies, and procedures for GIS programs and projects, including establishing goals, directing day-to-day operations, and communicating expectations to staff.

  5. Ability to assess business needs, develop requirements and specifications, and collaborate with other business units to design and deliver integrated GIS and mapping solutions.

  6. Experience partnering with customers, vendors, and leadership to develop a vision, strategy, and goals that support organizational needs, deliver effective services, and advance continuous improvement.

A common way to obtain these qualifications is through five years of experience managing data or information systems, including at least one year in a supervisory or team lead role. Applicants may demonstrate the qualifications through other combinations of education, training, and experience.

Applicants must also be able to:

  • Successfully pass a comprehensive police background investigation.

Preferred Qualifications:

  • Experience with Esri Utility Network.

  • Familiarity with engineering plans and infrastructure design documentation.

  • Experience transitioning a team from ArcMap to ArcGIS Pro.

How to Apply:

  • Submit your resume and cover letter through the City of Portland’s online application system by the closing date.

  • In your cover letter, specifically address each of the six minimum qualifications. Include examples describing your education, training, and experience, where you gained them, and your responsibilities. Your resume should support the information in your cover letter. Your cover letter may exceed one page to provide sufficient detail.

  • Optional: Submit Veterans’ Preference documents, if applicable. If this is your first time applying with the City of Portland, or if you haven’t requested veterans’ preference before and would like to now, attach your DD214-Member 4 and/or VA Benefit Letter to your application.
