What You Do
The Regional Portfolio Manager serves as the designated Property Manager for two distinct EJF portfolios and their respective teams: (1) the Leesburg/Northern Virginia residential portfolio and (2) the Washington, DC multifamily and commercial portfolio. This is a hands-on property management leadership role, accountable for the day-to-day effectiveness, financial performance, owner and tenant relationships, regulatory compliance, and service quality of both portfolios.
The Regional Portfolio Manager directly supervises the Leesburg Office Administrator and Leasing Agent and the DC Multifamily & Commercial Assistant Manager. The role delegates appropriate daily tasks to these team members while retaining responsibility for portfolio outcomes, timely decisions, complex escalations, and consistent implementation of EJF standards across both offices.
Requirements
Dual-Portfolio Oversight and Operational Management
- Act as the designated Property Manager for both portfolios, providing active operational management rather than solely high-level supervision.
- Set priorities and monitor leasing, maintenance, accounting coordination, tenant/resident relations, turnover, inspections, and compliance separately for each portfolio.
- Maintain effective operations in both offices through clear delegation, regular check-ins, documented follow-through, and timely escalation resolution.
- Oversee regional office operations and ensure administrative and operational support is available to each team.
- Implement preventive maintenance practices to protect assets, manage costs, and minimize disruption.
- Ensure consistent adherence to EJF policies and service standards while accounting for the different needs of residential, multifamily, and commercial properties.
Owner Communication and Client Retention
- Own overall owner/client relationship quality for both portfolios; directly manage sensitive, complex, or escalated owner matters.
- Ensure owners receive accurate, timely updates on occupancy, financial performance, maintenance, capital needs, and operational concerns.
- Conduct or oversee owner meetings and portfolio performance reviews aligned with investment goals.
- Advise owners on capital improvements, renovations, and asset preservation, coordinating recommendations with appropriate internal partners.
- Delegate routine communications where appropriate while maintaining accountability for response times, accuracy, and client retention.
Quality Control and Vendor Management
- Oversee vendor and maintenance performance across both portfolios, including cost, timeliness, workmanship, and contract compliance.
- Conduct or direct quality-control checks on completed work and follow up on deficiencies.
- Coordinate vendor selection, contract negotiation, and performance management in alignment with company procedures.
- Review and approve vendor invoices within assigned authority and monitor expenses against portfolio budgets.
Leadership of Two Teams and Performance Management
- Directly supervise the DC Multifamily & Commercial Assistant Manager and the Leesburg Office Administrator and Leasing Agent.
- Establish clear individual responsibilities, performance expectations, priorities, and coverage plans for each team.
- Coach staff, review work for accuracy and timeliness, conduct performance discussions, and address gaps in execution.
- Oversee the DC Assistant Manager’s coordination of tenant communication, financial and billing support, leasing and turnovers, cooperative rental accounting coordination, and reporting.
- Oversee the Leesburg team’s administrative, leasing, and customer-service execution, with appropriate review of deadlines and deliverables.
- Serve as the primary escalation point for both teams and foster accountability, collaboration, and continuous improvement.
Compliance, Risk and Key Management
- Ensure compliance with applicable local, state, and federal property management requirements for each portfolio.
- Oversee key management, property access controls, and related security procedures.
- Implement risk-management practices and coordinate response to significant property, resident, tenant, or owner issues.
- Conduct periodic reviews of lease files, financial records, and operational documentation for completeness and accuracy.
Marketing, Leasing and Occupancy Management
- Monitor leasing pipelines, vacancies, renewal activity, and occupancy performance for each portfolio.
- Guide the Leesburg Leasing Agent and coordinate with relevant leasing personnel on marketing, showings, applications, and turnovers.
- Review market conditions and rental pricing recommendations to support competitive positioning and owner objectives.
Performance Standards and Accountability
- Maintain separate performance visibility for the Leesburg/NoVa and DC multifamily/commercial portfolios, including occupancy, leasing, maintenance responsiveness, client satisfaction, financial results, and compliance.
- Ensure both teams have clear priorities, appropriate support, and timely management decisions; performance in one portfolio does not substitute for results in the other.
- Work with EJF leadership to implement business plans, operational improvements, and company strategic initiatives.
- Build team commitment to EJF values, service promises, and a consistent 5-Star Client Experience.
- Monitor service metrics, vendor delivery, owner/tenant feedback, and response times; take corrective action when standards are not met.
- Identify opportunities to improve processes, strengthen retention, and enhance the client experience across both portfolios.
Qualifications
- Bachelor’s degree in business administration, real estate, or related field preferred.
- 3+ years of property management or real estate experience; demonstrated ability to supervise staff and manage competing priorities across multiple properties or locations.
- Knowledge of residential property management and ability to oversee multifamily and commercial operations and applicable regulations.
- Strong client communication, negotiation, coaching, problem-solving, financial oversight, and organizational skills.
- Proficiency with property management software (such as MRI, Yardi, or AppFolio).
- Must hold or obtain both an active Virginia real estate license and an active District of Columbia Property Manager license within six months of hire.
Working Conditions and Office Coverage
- Regular in-office presence at both locations: typically 3–4 days per week in Leesburg/Northern Virginia and 1–2 days per week in Washington, DC, or as operational needs require.
- Coordinate weekly coverage and adjust office presence for staffing needs, property visits, client meetings, inspections, and urgent issues.
- Office-based work with frequent on-site property visits and occasional after-hours availability for emergencies.
