Description
This recruitment is being conducted to fill two vacancies: one within the Distribution Section and one within the Meters Section. The positions are interchangeable, and the selected candidates may be assigned to either section based on the operational needs of the department and division.
Meter SectionThe ideal candidate is a highly motivated, energetic, and dependable professional with the technical knowledge, interpersonal skills, and experience necessary to effectively operate and maintain the City of Goodyear’s public potable water distribution system. The successful candidate will demonstrate the ability to work independently with minimal supervision and exercise sound judgment in the field.
Candidates should have experience operating and maintaining water distribution systems, including the installation, maintenance, troubleshooting, and repair of water meters and related equipment. A strong commitment to providing exceptional customer service is also expected.
Preference will be given to candidates who possess an ADEQ Grade I Water Distribution Certification, or a reciprocal certification, as well as an Arizona Class A Commercial Driver License (CDL) with a Tanker endorsement. Experience working within a formal safety program—including adherence to Standard Operating Procedures (SOPs), participation in safety tailgate meetings, and compliance with established safety practices—is highly desirable.
Distribution SectionThe ideal candidate for the Utility Technician I position is a reliable, safety-conscious, and motivated individual with foundational knowledge or experience in water distribution systems and a strong desire to develop a career in the utility field.
Candidates must have the ability to obtain an ADEQ Grade I Water Distribution Certification and an Arizona Class A Commercial Driver License (CDL) with a Tanker endorsement within 12 months of hire.
Successful candidates will demonstrate curiosity, a willingness to learn and follow direction, strong teamwork and communication skills, and a dependable work ethic. The position requires the ability to perform physically demanding work in outdoor environments and a willingness to learn the proper operation and maintenance of tools, equipment, vehicles, and basic water distribution system components.
Previous experience in construction, utility operations, general labor, mechanical trades, or a related field is beneficial but not required. The ideal candidate will be eager to learn, committed to workplace safety, and willing to develop the technical skills necessary to successfully perform the duties of the position.
Job Summary:Performs a variety of skilled work to maintain , water distribution pipelines and related appurtenances. May provide direction to peers and subordinates in performance of routine day-to-day work activities.
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
- Performs preventive, corrective, and emergency maintenance on potable water distribution infrastructure, ensuring the reliable operation of water mains, service lines, fire hydrants, gate valves, air release valves, pressure reducing valves, meters, meter/valve boxes and related system components.
- Installs, repairs, and replaces critical water distribution assets, including water service lines, service connections, mains, valves, and associated infrastructure, minimizing service interruptions while maintaining system integrity and regulatory compliance.
- Responds to and repairs water main breaks by isolating affected systems, implementing traffic control and safety measures, restoring water service, and coordinating emergency repairs to protect public health and ensure uninterrupted water delivery.
- Operates a wide range of specialized construction and maintenance equipment, including hydro excavation equipment, underground piercing equipment, dump trucks, utility trucks, backhoes, jackhammers, air compressors, and other power-driven equipment to safely execute infrastructure repair and installation projects.
- Utilizes computerized work order and asset management systems to accurately document maintenance activities, complete electronic work orders, maintain asset histories, and support data-driven maintenance planning and operational efficiency.
- Performs system monitoring and operational support activities, including chlorine residual testing, leak detection, routine valve maintenance, and cross-functional support for other utility divisions to maintain water quality, system reliability, and regulatory compliance.
- Performs after hours water customer paid account verification for turn on service using utility billing/CMMS software.
- Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
- Experience: Minimum one year of experience in a related field.
- Certifications and Other Requirements:
- Valid Driver’s License
- Obtain a ADEQ Grade I Operator License in Distribution within 12 months of hire
- Obtain a Class A Commercial Driver License with Tanker Endorsement within 12 months of hire.
- Reading: Work requires the ability to read written instructions, manuals, letters, and machine equipment readings, measurements, or gauges.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and formulas.
- Writing: Work requires the ability to write letters, memos, and reports.
- Managerial: Semi-Complex - Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
- Policy/Decision Making: Moderate - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. There is some opportunity for discretion when making selections among a few, easily identifiable choices. Work involving discretion is typically reviewed before finalized.
- Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
- Interpersonal/Human Relations Skills: Moderate - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
During the first three months, the employee is expected to:
- Review and become familiar with City and Department policies and procedures, including expectations related to City-issued phones, computers, vehicles, and standby responsibilities.
- Become familiar with the City and Department Strategic Operational Plan, including the organization’s mission, vision, and core values.
- Review and become familiar with Standard Operating Procedures (SOPs) for water meter installations, water meter replacements, and daily work orders. Provide constructive feedback and identify opportunities for improvement, as appropriate.
- Complete all required computer-based training (CBT) courses. Successful completion will be documented through applicable certificates of completion.
- Become familiar with the City’s water distribution system and service area boundaries.
- Become familiar with the City’s approved materials list, including the materials commonly used for the construction, installation, repair, and maintenance of water meters and water distribution assets.
By the six-month mark, the employee is expected to:
- Provide professional and responsive customer service by completing daily service orders, including meter turn-ons and turn-offs, meter repairs, and new meter installations, accurately and within established timeframes.
- Become proficient in the use of meter-reading equipment and independently complete assigned monthly meter-reading routes.
By the 12-month mark, the employee is expected to:
- Independently and effectively perform daily work orders, water meter installations, and water meter replacements in accordance with the City’s established SOPs. Successful completion will be demonstrated through the safe and accurate performance of assigned duties.
- Obtain an ADEQ Grade I Water Distribution Certification within 12 months of hire.
- Obtain an Arizona Class A Commercial Driver License (CDL) with a Tanker endorsement within 12 months of hire.
- Attend Goodyear Employee Orientation (GEO) and complete all required assignments and safety trainings.
- Review Water Services Department Mission, Vision, and Core Values.
- Become familiar with Distribution Division SOPs for hydrants, valves, meter operations, service line repairs, and emergency callouts.
- Participate in Distribution daily huddles to understand priorities and expectations.
- Complete basic safety instruction including PPE use, OSHA basics, heat illness prevention, and overview of 811 locating procedures.
- Demonstrate basic understanding of Goodyear’s water distribution system, service area, pressure zones, and critical infrastructure.
- Assist with basic service orders under supervision.
- Begin learning utility locating procedures, documentation expectations, and MAG standards.
- Learn to use Field Maps, Tyler Munis, GIS (GYMAPS), and Microsoft Office workflows.
- Review Distribution SOPs and gain exposure to hydrant maintenance, valve exercising, and meter replacement.
- Complete required computer-based training modules.
- Perform basic hydrant maintenance, valve exercising, and meter maintenance with supervision.
- Participate in one supervised standby/on-call rotation.
- Demonstrate safe operation of equipment.
- Build foundational knowledge of emergency response including main breaks and traffic control.
- Assist in scheduled repairs, shutdowns, and customer interactions.
- Perform hydrant maintenance, valve exercising, and meter operations with minimal assistance.
- Demonstrate competency in safe operation of dump truck, trailer towing, and basic equipment used for repairs.
- Participate in at least one planned shutdown or repair.
- Obtain CDL Class A with Tanker Endorsement.
- Obtain ADEQ Grade I Water Distribution Certification.
- Complete all citywide mandatory training by deadlines.
- Demonstrate reliable customer service skills.
- Engage actively in Core Values rollout efforts and Division initiatives.
