We do it to build more open, inclusive and prosperous countries for people everywhere.

We are a global not-for-profit organisation, operating in more than 40 countries across five continents. Our teams include political strategists, policy experts, delivery practitioners, technology specialists and more. We speak more than 45 languages and are working on over 100 projects, tackling some of the world’s biggest challenges. We’re all here at TBI to make a difference.

In a world of ever more complex challenges, we believe diversity of background and perspective is a strength. We pride ourselves on a culture that values and nurtures difference. We are dedicated to unlocking potential, not only for the countries we work in but also for each of our team members. Role Summary

Role Summary

The Tony Blair Institute, in partnership with the Rwanda Development Board (RDB), is seeking an experienced Short-Term Consultant – Tourism Product Development & Investment Facilitation to support Rwanda’s ambition to diversify its tourism offer and attract high-quality investment that strengthens its position as a premium destination.

Working closely with RDB’s Tourism Office and investment promotion and facilitation teams, the Consultant will help RDB identify priority gaps in Rwanda’s tourism offer, build a prioritized pipeline of product opportunities, and put in place the tools needed to assess, track, and convert high-quality tourism investments.

This is a deliverables-based assignment of up to 50 billable days over approximately 4 months. The Consultant will produce a defined package: a mapping and gap analysis of the tourism offer, a prioritization framework and first pipeline, investor-facing propositions for priority opportunities, a front-end investor assessment framework, an investor journey guide, and a monitoring tracker. Each deliverable will be handed over to named RDB counterparts, so that RDB can run the pipeline and investor process independently once the assignment ends.

We are looking for someone who combines commercial and investment fluency with a strong understanding of tourism markets: typically, from tourism or hospitality investment advisory, hotel and destination development, transaction advisory, investment promotion, or strategy consulting.

The Consultant will report to TBI’s Senior Manager – Country Program & Delivery and will coordinate with a parallel TBI consultancy on hospitality service quality and regulation.

Location: Kigali, Rwanda, with in-person presence required for consultations, testing of the assessment framework, and handover; other work may be completed remotely

Scope of Work & Deliverables

1.     Inception Note & Workplan

  • Agree scope, methodology, stakeholder list, and timeline with TBI and RDB, and identify the RDB counterpart who will own each deliverable after handover
  • Collect and review existing tourism strategies, NST2 targets, market data, and current investor leads and proposals

2.     Tourism Product Mapping & Gap Analysis

  • Map Rwanda’s current tourism product offer and assess it against market demand and source-market trends
  • Identify priority gaps and opportunities across high-value and emerging segments, such as nature and conservation, MICE, culture and heritage, wellness, and adventure tourism
  • Output: a concise gap analysis report for RDB leadership

3.     Prioritization Framework & First Pipeline

  • Develop a framework for prioritizing tourism product opportunities based on strategic fit, market demand, investor appetite, feasibility, geographic spread, contribution to length of stay, and alignment with national targets
  • Apply the framework to produce a first prioritized pipeline of opportunities, including new concepts and existing investor leads, and flag enabling requirements such as land, access infrastructure, permits, and incentives

4.     Investor-Facing Propositions

  • Develop investor-facing propositions for three to five priority opportunities agreed with RDB, each with a clear concept, market and commercial rationale, and key enabling requirements
  • Format the propositions so that RDB can use them directly in investor engagement and promotion

5.     Front-End Investor Assessment Framework

  • Design a framework and scoring tool to assess investor seriousness, strategic fit, product quality, commercial viability, sustainability, and contribution to Rwanda’s tourism objectives
  • Test the framework with the Tourism Office on three to five live or recent proposals and refine it

6.     Investor Journey & Decision-Point Guide

  • Develop a guide clarifying roles, responsibilities, handover points, and escalation channels across RDB departments and partner agencies
  • Include standard templates and escalation protocols for tourism investment facilitation

7.     Investment Monitoring Tracker

  • Set up a simple tracker to record investor interactions, assessment outcomes, pipeline status, and next steps, and populate it with the current pipeline

8.     Handover & Final Report

  • Hold a handover, knowledge transfer session with named RDB counterparts on each deliverable and submit a short final report with recommendations for sustaining the pipeline.

Candidate Profile

  • 10+ years of relevant experience in tourism or hospitality investment, hotel and destination development, transaction or investment advisory, investment promotion, or management consulting with a strong tourism focus
  • Strong understanding of tourism markets and product development, including how demand, product mix, and destination positioning drive length of stay, visitor spend, and investor appetite
  • Demonstrated experience assessing investment proposals or projects, including reviewing feasibility studies, business plans, and financial models, and judging commercial viability and investor credibility
  • Experience identifying, prioritizing, and packaging investment opportunities into pipelines and investor-facing propositions, preferably in tourism, hospitality, real estate, conservation, or destination development
  • A track record of producing practical frameworks, tools, or trackers that government or private sector teams have adopted and used
  • Excellent writing, facilitation, and communication skills, with credibility in front of investors, developers, and senior government officials; experience in Africa, or comparable emerging premium tourism destinations, is highly advantageous
