Job Description
The Business Operations Manager is a hands-on business partner who helps delivery leaders manage the operational health of government and commercial services programs. The role connects program data to business decisions by monitoring revenue, margin, forecasts, delivery milestones, and risk. This position works closely with delivery, sales, finance, accounting, contracts, HR, procurement, and operations teams and supports executive and delivery leaders across national security, federal, and commercial portfolios.
Key Responsibilities
- Own project controls oversight, to include recurring analysis and reporting for program and portfolio performance, including revenue, cost, margin, backlog, forecasts, staffing, utilization, and other key performance indicators.
- Monitor project execution against financial plans, delivery schedules, customer commitments, contractual requirements, and internal targets to help ensure programs remain on time, on margin, and positioned to achieve revenue objectives.
- Identify performance variances, emerging risks, and unfavorable trends by determining business drivers behind the numbers, assessing potential impact, and recommending corrective actions or escalation paths.
- Partner directly with the Chief Delivery Officer and Managing Directors supporting national security, federal, and commercial delivery portfolios.
- Challenge assumptions and communicate directly with delivery and business leaders when results and execution plans are off track by presenting an assessment, standing behind the analysis, and helping leaders translate recommendations into action.
- Serve as the bridge between financial data and operational execution by converting complex program metrics into clear business implications for leaders.
- Prepare and maintain executive-ready dashboards, reports, scorecards, and presentation materials for quarterly business reviews, operational reviews, customer discussions, and larger organizational meetings.
- Brief leaders and broader audiences on performance metrics, risks, trends, and recommendations. Respond confidently to questions and explain or defend the underlying conclusions.
- Coordinate with Finance and Accounting on project financials, forecasting, budget performance, margin analysis, and data integrity; reconcile discrepancies and ensure reporting is timely and accurate.
- Partner with Program Managers, Delivery Managers, Sales, Contracts, HR, and Procurement to support operational planning, resource needs, staffing changes, onboarding, timekeeping compliance, purchasing activities, and other program requirements.
- Support contract and program governance by tracking deliverables, reporting deadlines, compliance requirements, action items, and required documentation across government and commercial engagements.
- Build and improve repeatable operating processes, reporting tools, templates, and controls that increase visibility, consistency, and accountability across the delivery organization.
- Manage multiple priorities and deadlines in a fast-paced environment while maintaining a high level of accuracy, organization, follow-through, and attention to detail.
Required Qualifications
- Bachelor's degree in Business, Finance, Accounting, Economics, Business Analytics, or related fields.
- Eight to 10 years of experience in business operations, delivery operations, program or project management, sales, or finance within a government contracting environment in support of mid-large sized government contractors or complexed, matrixed federal services organizations.
- Strong understanding of project and program financials, including revenue, cost, margin, forecasting, and budget performance.
- Demonstrated ability to analyze data, identify risks, assess business impact, and develop well-supported recommendations.
- Advanced proficiency with Microsoft OS and experience preparing accurate financial or operational reports, dashboards, and executive-level presentation materials.
- Strong written, verbal, and presentation skills, with the ability to explain numbers in clear business terms and tailor communication for delivery leaders, executives, and cross-functional partners.
- Confidence and professional judgment to raise concerns, navigate difficult conversations, respectfully challenge leaders, and maintain an objective point of view when recommendations are questioned.
- Highly organized and detail-oriented, with the ability to manage competing priorities, meet recurring reporting deadlines, and maintain accuracy in a fast-paced environment.
- Ability to work independently in an individual contributor role while building productive relationships across Finance, Accounting, Sales, Delivery, Contracts, HR, Procurement, and Operations.
Preferred Qualifications
- Working knowledge of FAR/DFARS requirements and common government contracting program controls or financial processes.
- Experience with enterprise financial systems, project accounting tools, data visualization platforms, project management tools, and/or business intelligence reporting.
- Experience supporting quarterly business reviews, operating reviews, portfolio reviews, or similar executive performance discussions.
