Description
E-III - Plans and develops project activity and engineering analysis concerned with the administering the GTC Tariff, Members Transmission Service Agreements and Generation Interconnection Agreements. Interfaces with Member Systems, transmission customers, generation developers and others. Assists in the development, review, and revision of policies, guidelines and procedures that support the implementation of GTC's transmission tariff and other departmental business practices. Participates on various ITS subcommittees and ad hoc committees regarding operational, planning, and accounting issues. Work is performed independently under the technical guidance of a senior engineer.
E-IV - Plans and develops project activity and engineering analysis concerned with the administering the GTC Tariff, Members Transmission Service Agreements and Generation Interconnection Agreements. Assists management and senior-level staff with unique and/or controversial situations. Explores subject areas and issues, develops concepts and approaches, and interfaces with Member Systems, transmission customers, generation developers and others. Assists in the development, review, and revision of policies, guidelines and procedures that support the implementation of GTC's transmission tariff and other departmental business practices. Participates on various ITS subcommittees and ad hoc committees regarding operational, planning, and accounting issues. Assignments are provided with broad general objectives with limited direction from management. Interprets, organizes, executes and coordinates own assignments.
E-V - Develops and manages project activity and engineering analysis concerned with the unique or controversial opportunities in administering the GTC Tariff, Members Transmission Service Agreements and Generation Interconnection Agreements. Explores subject areas and issues, develops novel concepts and approaches, and interfaces successfully with Member Systems, transmission customers, generation developers and others. Leads the development of policies, guidelines and procedures that support the implementation of GTC's transmission tariff and other departmental business practices. Leads GTC participation on various ITS subcommittees and ad hoc committees regarding operational, planning, and accounting issues. Assignments are given in terms of broad general objectives with minimal direction from management. Provides work directions and guidance to other staff on certain topics. Conceives, plans, and conducts research in problem areas of considerable scope and complexity.
REQUIRED QUALIFICATIONS
Education: Bachelor Degree in Engineering, preference in Electrical Engineering
Experience: Three (3) years (E-III), preferably in a utility or power systems environment. Six (6) years (E-IV) or eight (8) years (E-V) in a utility or power systems environment, with at least three (3) or four (4) years, respectively, in a transmission-related function utilizing analytical, computer, and financial skills. With a Professional Engineer (PE) License: Four (4) years (E-IV) or six (6) years (E-V).
Equivalent Experience: Twelve (12) years (E-III), fourteen (14) years (E-IV), or sixteen (16) years (E-V) of electric utility industry experience, with at least six (6), seven (7), or eight (8) years, respectively, in a transmission-related function. With a Masters Degree in Engineering: Four (4) years (E-IV) or six (6) years (E-V) of electric utility engineering experience, with at least three (3) or four (4) years, respectively, in a transmission-related function.
Licenses, Certifications and/or Registrations: (E-III) Engineer In Training desirable. (E-IV & E-V) Professional Engineer desirable.
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Must possess excellent analytical, interpersonal, verbal, written, presentation and negotiation skills. Also, must have good computer knowledge and competent with financial analysis.
Must be able to pass a NERC CIP personnel risk assessment screening.
