Description

Under the administrative direction of the Director, Transportation & Public Works, plans, organizes, directs, supervises, and administers all public works operations and departments, which includes Administration, Street Construction and Maintenance, Drainage, Fleet, Facilities, Inspections and Right of Way Maintenance. Composes reports for programs; develops systems to collect, analyzes and predicts effectiveness, efficiency and targets of service delivery; and develops goals and priorities for all areas of responsibility.
  • Develop, monitor, and administer maintenance activities for all Transportation and Public Works divisions; authorize purchases, monitor expenditures, schedule and allocate personnel resources, evaluate departmental personnel, and develop departmental policies and procedures.
  • Develop and administer comprehensive maintenance programs for facilities and equipment, including equipment acquisition, facility monitoring, field and grounds condition monitoring, equipment usage evaluation and scheduling, and lifecycle replacements.
  • Work with Division Managers to analyze division operations and recommend effective and achievable predictive and preventive maintenance programs as appropriate.
  • Attend City Council meetings as needed and prepare monthly reports of projects and activities as requested by the Public Works Director.
  • Provide direct oversight of Public Works Inspectors and the Administrative Support team.
  • Provide information to customers by telephone and in person and respond to and resolve resident complaints concerning programs, activities, and Public Works operations.
  • Attend staff, committee, and City Council meetings as needed and participate as warranted.
  • Assist and participate in the resolution of conflicts.
  • Work cooperatively with community groups.
  • Provide support to City department programs and activities as needed.
  • Maintain professional working relationships with federal, state, and local governmental agencies.
  • Review departmental programs and policies to ensure desired service levels are provided to residents and non-residents within the City of Kyle.
  • Assist the Director of Public Works with planning, directing, and administering Public Works operations.
  • Manage day-to-day operations of street maintenance and reconstruction, stormwater and drainage system operations and maintenance, public infrastructure permitting and inspection services, construction services, right-of-way maintenance and operations, emergency response management, facilities management and maintenance services, and fleet management.
  • Develop and review infrastructure maintenance and repair functions and technical criteria, including roads, traffic signals, street signs, pavement striping and markings, facilities management, street trees, and fleet maintenance.
  • Serve as the emergency response management coordinator for Public Works functions and activities.
  • Represent the department at City Council meetings and meetings with resident groups, boards, and commissions.
  • Investigate and resolve inquiries and complaints received from residents and businesses.
  • Conduct safety meetings for professional and technical department staff.
  • Supervise Division Managers, Superintendents, and technical staff.
  • In collaboration with the Director, carry out supervisory and leadership responsibilities, including hiring, training, discipline, promotions, and terminations.
  • Carry out administrative and management responsibilities on behalf of the Director when assigned and delegated by the Department Director and/or the City's executive team.
  • Perform related work as required.
Minimum Qualifications
  • Bachelor's degree in public administration, business administration or management, construction management, or a related field.
  • At least five years of extensive experience in municipal public works, streets, utilities, drainage, and public infrastructure operations and maintenance, including a minimum of two years of experience supervising staff performing public works functions and activities.
  • An equivalent combination of training, education, and/or experience that demonstrates direct professional and technical work experience and knowledge in public works operations may be substituted for the educational requirements.
  • Must possess, or be able to obtain, a valid Texas Driver License and be eligible for coverage under the City's vehicle insurance provider.
  • Knowledge of general public works activities and methods.
  • Knowledge of predictive and preventive maintenance programming techniques, implementation, and related data collection methods.
  • Knowledge of analytical and process management principles and practices.
  • Knowledge of applicable federal, state, and local laws.
  • Skill in operating and applying general knowledge of Public Works machinery and equipment.
  • Skill in the administration of roadway systems, sidewalks, and fleet maintenance.
  • Skill in using Microsoft Office Suite applications, including Word, Excel, and PowerPoint, to prepare presentations and reports containing charts and graphs summarizing departmental projects and activities.
  • Ability to manage and monitor capital improvement project and construction schedules.
  • Ability to mediate disagreements or disputes with contractors and developers.
  • Ability to lead and direct organizational activities.
  • Ability to establish and maintain cooperative working relationships with City officials, the general public, and the news media.
  • Ability to remain calm and act resourcefully during emergencies.
  • Ability, with or without training, to conduct construction plan reviews involving roads, sidewalks, drainage, water, wastewater, and other construction-related improvements.
