Position Purpose

Leads, manages, plans, and coordinates configuration management and change control activities for Military Construction (MILCON) projects to ensure project goals and objectives are accomplished within prescribed schedules, funding parameters, and contractual requirements. Serves as the on-site Configuration Control Manager responsible for evaluating, documenting, coordinating, and controlling project changes while supporting cost estimating, budgeting, risk management, and configuration management processes throughout the project lifecycle.

Essential Duties and Responsibilities

• Develop, implement, and maintain project configuration management and change control processes for MILCON projects.
• Serve as the primary point of contact for configuration management, change requests, and project baseline control.
• Manage and maintain configuration records, document control systems, and project baseline documentation.
• Review, evaluate, and process Engineering Change Proposals (ECPs), Requests for Information (RFIs), design revisions, and contract modifications.
• Perform cost estimating and cost impact analyses associated with proposed design changes, scope modifications, and change orders.
• Coordinate technical, schedule, and cost reviews of proposed project changes with project stakeholders.
• Facilitate Configuration Control Board (CCB) meetings and maintain records of decisions and approvals.
• Track and report all approved, pending, and rejected changes throughout project execution.
• Verify configuration documentation remains consistent with project requirements, approved designs, and contractual obligations.
• Assess impacts of change requests on project cost, schedule, quality, mission requirements, and operational objectives.
• Coordinate with project managers, schedulers, engineers, architects, contractors, and government representatives to ensure effective change implementation.
• Maintain audit trails and configuration status accounting for all project modifications.
• Prepare reports, briefing materials, and executive-level summaries related to project changes and configuration status.
• Support project closeout activities by validating configuration documentation and final project baselines.

Additional Duties and Responsibilities

• Support development and maintenance of project management plans, risk registers, and project control procedures.
• Participate in design reviews, constructability reviews, value engineering studies, and project planning meetings.
• Assist with budget forecasting, cost analysis, and program reporting activities.
• Support contract administration and change order negotiations by providing technical and cost estimating expertise.
• Conduct configuration management audits and compliance reviews.
• Develop and recommend process improvements related to configuration management and change control.
• Provide technical guidance and training to project team members regarding configuration management procedures.
• Support proposal efforts, project startup activities, and strategic planning initiatives.
• Perform other duties as assigned.

Minimum Qualifications
Education

• Bachelor's degree in Construction Management, Engineering, Architecture, Engineering Technology, Project Management, Business Administration, or a related field.
• Equivalent combination of education and relevant experience may be considered in lieu of degree requirements.

Experience

• Minimum of 8 years of progressively responsible experience in configuration management, project controls, construction management, cost estimating, engineering, or related disciplines.
• Minimum of 5 years supporting Federal, Department of Defense (DoD), United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or MILCON projects.
• Demonstrated experience managing configuration control processes and project change management programs.
• Experience performing construction cost estimating, cost analysis, and change order evaluations.
• Experience supporting large-scale construction, infrastructure, or facility projects.
• Experience reviewing construction drawings, specifications, and contract documents.

Skills and Abilities

• Thorough knowledge of configuration management principles and industry best practices.
• Strong understanding of MILCON project delivery processes and Federal construction requirements.
• Knowledge of cost estimating methodologies, construction pricing, and change order analysis.
• Ability to evaluate technical, schedule, and financial impacts associated with project changes.
• Knowledge of contract administration, claims avoidance, and construction change management.
• Ability to read and interpret engineering drawings, specifications, and technical documents.
• Strong analytical, organizational, and problem-solving skills.
• Ability to manage multiple projects, priorities, and deadlines simultaneously.
• Excellent written, verbal, and presentation communication skills.
• Ability to prepare technical reports, cost estimates, and executive briefings.
• Strong interpersonal skills and ability to work collaboratively with multidisciplinary teams.
• Proficiency in Microsoft Office Suite and configuration/document management software applications.
• Knowledge of project controls systems, scheduling principles, and risk management practices.

Special Requirements

• Ability to work on-site at active MILCON project locations.
• Ability to travel to project sites, client locations, and stakeholder meetings as required.
• Possession of a valid driver's license.
• Ability to obtain and maintain a government security clearance if required by contract.
• Ability to access active construction sites and comply with all applicable safety and personal protective equipment (PPE) requirements.
• Occasional extended work hours may be required to support project deadlines, change reviews, and project milestones.

Preferred Qualifications

• Professional Engineer (PE) license.
• Project Management Professional (PMP) certification.
• Certified Construction Manager (CCM).
• Certified Cost Professional (CCP).
• Planning and Scheduling Professional (PSP).
• Certified Configuration and Data Management Professional (CCDMP) or equivalent.
• Association for the Advancement of Cost Engineering (AACE) certification.
• Construction Quality Management (CQM) certification.
• OSHA 30-Hour Construction Safety certification.
• Experience supporting USACE, NAVFAC, AFCEC, GSA, or other Federal construction programs.
• Experience with Primavera P6, RMS, Procore, or other project controls and document management systems.

Physical Demands
Light Work. The employee regularly performs office and field-related duties requiring extended periods of sitting, computer use, and document review. The position also requires periodic site visits to active construction projects involving standing, walking, climbing stairs, navigating uneven terrain, and observing construction activities. The employee may occasionally lift and carry items weighing up to 25 pounds. Visual acuity sufficient to review technical documents, drawings, estimates, and electronic records is required
