Position Overview

INTECON is seeking an Enterprise SharePoint Services Representative (ESSR) to support the National Guard Bureau (NGB) Knowledge Management Program across the National Guard Enterprise (NGE), spanning the NGB (Army National Guard, Air National Guard, and the Joint Staff) and the 54 States, Territories, and the District of Columbia. The NGE KM Program is in an early maturity phase and requires the establishment, expansion, and operationalization of KM technical capabilities rather than routine sustainment alone.

The ESSR designs, builds, and sustains enterprise-level solutions within the SharePoint Online 365 environment and translates KM requirements—knowledge flow needs, taxonomy constraints, metadata models, governance rules, and lifecycle standards—into technical SharePoint and workflow solutions. Working in complementary partnership with Knowledge Management Analysts, the ESSR supports platform build, automation, and governance across NIPR and SIPR environments. Work is performed on-site at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.

Roles and Responsibilities

  • Design, build, and sustain enterprise-level solutions within the SharePoint Online 365 environment in support of NGB KM objectives.
  • Perform day-to-day KM-scoped SharePoint 365 administration within the Army NIPR/SIPR environments, including user permissions and access management, site collection and site configuration, content organization and structure management, and list and library creation/configuration.
  • Conduct compliance checks for architecture, taxonomy, and lifecycle alignment, and design and implement automation using approved Microsoft software.
  • Develop and customize Microsoft 365/SharePoint solutions, including SharePoint sites, lists, libraries, and content structures; build Power Apps to support workflows, data capture, and decision support; and create Power Automate workflows to streamline approvals, content lifecycle steps, governance actions, and task tracking.
  • Develop and operationalize the KM automation tool, incorporating KPIs, KM projects, POA&Ms, metrics, and heat maps using Power Automate, Power BI, and Power Apps, and deliver a prototype to leadership within six (6) months of award.
  • Design, maintain, and update KM and situational-awareness dashboards that provide leadership with a near-real-time, interactive Common Operational Picture (COP) of knowledge, content, activity, and enterprise status.
  • Develop and update Joint Staff 365 governance policies, procedures, naming conventions, and configuration standards in support of KM outcomes, coordinated through the KMRWG and KMOWG.
  • Design and deliver recurring KM tools training (at least one two-hour session per month) covering SharePoint site administration fundamentals, metadata/taxonomy and content lifecycle best practices, Teams collaboration, and Power Apps/Power Automate.
  • Develop scalable, reusable solutions supporting enterprise-wide adoption across geographically dispersed organizations, packaged for adaptation by any of the 54 States and Territories.
  • Monitor the performance of KM-related automations, workflows, and 365 solutions; track failures, errors, and delays; identify bottlenecks; propose and implement optimizations; and generate usage, content, and performance reports.
  • Perform KM-scoped work only; activities shall not include server/infrastructure administration, network engineering, cybersecurity operations, system hardening, patching, or activities reserved for IT service owners or Cyber/IA authorities.

Required Clearance Level

  • Active Secret security clearance.

Required Qualifications

  • At least five (5) years of demonstrated experience designing, building, and sustaining enterprise-level solutions within the SharePoint 365 environment, including SharePoint Online architecture; Microsoft Power Platform (Power Apps, Power Automate, Power BI); enterprise site structures; metadata and taxonomy standards; content types; governance documentation; workflow automation; solution prototyping; testing; development; secure configuration across NIPR/SIPR environments; and architecture evaluation.
  • Demonstrated ability to translate KM requirements—such as knowledge flow needs, taxonomy constraints, metadata models, governance rules, and lifecycle standards—into technical SharePoint and workflow solutions.
  • Demonstrated experience developing scalable, reusable solutions to support enterprise-wide adoption across geographically dispersed organizations.
  • Foundational understanding of KM principles, including taxonomy application, content lifecycle management, information governance, and stakeholder collaboration, to ensure SharePoint solutions align with enterprise KM policies and practices.
