The City of Folsom is recruiting for a Water Utilities Worker III – (A) to join the Utilities Department - Water Meters Division. This position has the option to work Monday - Friday, 6:30am - 3:00pm; or, a 9/80 schedule of 6:30am - 4:00pm. This position is non-exempt and represented by the Local 39 IUOE union.

IDEAL CANDIDATE
An ideal candidate has experience in testing water meters and familiarity with maintenance, repair, and replacement of commercial water meters. Knowledge of a MARS water meter test bench and/or a Badger mobile testing equipment is preferred.

Under general supervision from the Utilities Maintenance Manager, the Water Utilities Worker III – (A) performs a variety of specialized duties requiring advanced technical skills in maintenance of pipelines and water services, construction work in the fabrication and assembly of utility water projects and related work as required. Maintains the water systems with a variety of heavy equipment such as a backhoe, dump truck, vactor, and hand and power tools and equipment. Participates in more complex and difficult work related to the water distribution system and non-potable water system maintenance and performs a variety of technical tasks relative to assigned areas of responsibility, including leak detection and underground service alert program oversight.
  
 Incumbents are responsible for:
 

• Management of the Underground Service Alert program.
• Management of the leak detection program.
• Assisting with customer responsibility checks and coordination.
• Coordinating the map correction elements with GIS staff.
• Water meter testing and calibration.
• Advanced Metering Infrastructure connectivity management. 

DISTINGUISHING CHARACTERISTICS 
The Water Utility Worker III – (A) is the advanced journey level class in the certified Water Utility Worker class series.   This class is distinguished from the classes of Water Utility Workers 0/I/II/III by the independence in which duties are performed and the more complex or specialized assignments.  This class is further distinguished from the Senior Water Utility Worker in that the latter is the lead worker and can assign and review work.
Note: The following are duties performed by employees in this class. Duties listed are not meant to be all inclusive.  Other duties may be required as assigned.
 

• Perform work in the construction, installation, maintenance, and repair of the water distribution system and non-potable water system.
• Locate and dig water leaks, make repairs, or replace inoperative section of piping.
• Clear work area of debris and excavate trenches.
• Operate and maintain hand tools, power tools, and heavy equipment used in the operation and maintenance of pipelines and water services.
• Install, repair, and replace meters, services and mains in the water distribution system.
• Perform scheduled maintenance, disassemble water meters and fire hydrant meters; clean and examine mechanisms and chambers for breaks and wear.
• Perform meter checks as required; repair or replace damaged or worn-out parts; solder meter parts as appropriate and reassemble meters.
• Perform routine preventative maintenance on tools and equipment.
• Perform emergency or seasonally caused response duties in accordance of State regulations; works extended hours including mornings, evenings, and weekends outside of scheduled workday to respond to after hour emergencies.
• Maintain safe traffic control around work areas.
• Manage 811 tickets, locate utilities, meet, or contact customer, contractor, inspector,
• Set up field and office meetings to coordinate map corrections with water quality and GIS staff.
• Manage and monitor leak detection program.
• Meter testing and calibration.
• Advanced Metering Infrastructure maintenance.
• Repair special recording registers, gates and large valves.
• Assist in troubleshooting water service problems.
• Assist contractors and inspectors working on new construction and/or repairs.
• Maintain records of work performed.
• Respond to customer complaints.
• Perform other related duties as required.

Knowledge of:

• Pertinent federal, state, and local codes, laws, and water regulations.  
• Principles and practices of operations, services, and activities of water distribution systems
• Methods, techniques, tools, and equipment used in the construction, maintenance and repair of water systems.
• Principles and practices of hazard and safety management
• Principles and practices of technical training and record/report writing.
• Common word processing, spreadsheets, and database software packages  
• Confined space entry practice.
• OSHA regulations for General Safety and Health Provisions, including applicable standards. Some standards require additional specific requirements which must be met by the competent person (29 CFR 1926.32(f)).

 
Ability to:                            

• Read and analyze technical procedures or governmental regulations.
• Read and interpret blueprints, diagrams, and drawings.
• Present information and respond to questions from supervisors, crews, clients, customers, and the public.
• Operate equipment used in water maintenance.
• Perform basic calculations using concepts of basic algebra and geometry.
• Troubleshoot and solve practical problems by evaluating information and comparing alternatives leading to sound decisions.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Effectively communicate verbally and in writing
• Input accurate data into databases such as Lucity/CMMS.
• Identify workplace hazards related to the specific operation and possess the authority to correct such hazards. Some standards require additional specific requirements which must be met by the competent person (29 CFR 1926.32(f)).

Education:
Equivalent to the completion of the twelfth (12th) grade.
  
Experience:
Three (3) years of full-time experience in the maintenance, construction and/or repair of water distribution facilities including two (2) years while holding a valid Water Distribution Operator Grade 3 (D3) certificate issued by the State Water Resources Control Board (SWRCB).   
 
 License, Certificate, Registration Requirements:  

• Possession of a valid Water Distribution Operator Grade 3 (D3) certificate issued by the State Water Resources Control Board (SWRCB).
• Possession of or ability to obtain and retain a California Class C driver license by the time of appointment.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.  
• Possession of an Herbicide and Pesticide Applicator Certificate within twelve (12) months of employment.
• Possession and maintenance thereafter of a valid California Class B driver’s license with tanker endorsement, along with a satisfactory driving record.

Physical Requirements:
Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movements in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.
  
Working Environment:
Work is performed in an outdoor field environment in inclement weather conditions; exposure to noise, unpleasant odors, chemicals, and other environmental substances;  work in or around water; travel to and from various job sites; exposure to hazardous traffic conditions.
  
Other Requirements:
Water utility service functions are 24 hours a day, 365 days a year operation. All employees in this class must be willing and able to work shifts, weekends, holidays, overtime, and standby duty as determined by the city.
