Head of Project Development
Ireland | Full time, permanent | Hybrid, with time in Dublin and travel as required
An expanding developer of low carbon district heating networks is seeking a Head of Project Development to lead the nontechnical work that takes projects from initial opportunity to construction. The role combines team leadership with hands on oversight of land, planning, environmental consents, utility agreements, programme and development budget.
The role
You will report to the CEO and lead colleagues responsible for land and property, planning and consents, and development project management. You will also direct external advisers, including planning and environmental consultants, property agents, valuers and legal advisers. Technical engineering development sits with a separate team; you will coordinate closely with it to bring viable projects through investment decisions and into delivery.
What you will do
Lead the team and pipeline
- Build, coach and allocate the development team; establish consistent processes as the project pipeline grows.
- Own master development programmes and critical paths across land, planning, utilities, customer commitments and funding.
- Manage the development budget and provide clear pipeline forecasts, stage gate evidence and early escalation of risks or delays.
Secure land, planning and consents
- Develop site and network route strategies; negotiate options, leases, licences, wayleaves, easements and other property rights.
- Lead planning strategy, applications, environmental assessment, public consultation, appeals and the discharge of conditions.
- Manage road opening and access arrangements, utility connections, third party crossings and related agreements.
Support investment and construction readiness
- Provide land, consenting, utility, programme and cost assumptions for financial models, funding applications and investment papers.
- Procure and oversee multidisciplinary advisers and lead due diligence on nontechnical development matters.
- Confirm that rights, consents and obligations are suitable for a long life infrastructure asset, then hand projects to the construction team with risks and commitments clearly documented.
About you
You will bring substantial experience developing infrastructure, energy or major property projects, including leading teams and taking projects through land assembly, planning and consenting to construction start. You should have strong knowledge of the Irish planning system and environmental assessment, practical experience securing property rights, and the ability to coordinate complex programmes involving multiple authorities, advisers and landowners.
You will be commercially confident, able to work with project financial models and budgets, and comfortable presenting to senior leaders, investors, public bodies and communities. A degree in a relevant discipline and a commitment to decarbonising heat in Ireland are expected.
Experience of district heating or linear utilities, relevant professional membership, public sector partnerships, statutory acquisition, grant funded infrastructure or community engagement on complex projects would be an advantage.
