Position: DoD Financial Management Analyst
Type: Full-time
Location: San Diego, California
Travel: 10%
**Contingent Upon Award**
Position Summary: The Financial Analyst provides on-site financial management support to Naval Special Warfare Group One under the Maritime Special Operations Forces Support Services (MSOFS) 2.0 contract. The Financial Analyst will support budget planning, execution monitoring, financial reporting, fiscal compliance reviews, and resource management activities for Naval Special Warfare programs. This position directly supports command leadership by providing data-driven financial recommendations, funding analysis, and budget execution assessments. The successful candidate will help ensure proper stewardship of government resources while supporting mission readiness and operational requirements.
Duties and Responsibilities:
- Develop annual and multi-year spending plans.
- Support budget submissions and resource planning activities.
- Monitor budget execution and spending rates.
- Identify funding surpluses, shortfalls, and execution risks.
- Analyze financial data and present recommendations to leadership.
- Prepare recurring and ad hoc budget reports.
- Compile data from Department of Defense financial systems and databases.
- Prepare budget exhibits using prescribed Department of Defense templates.
- Develop documentation supporting budget justifications.
- Review funding requests for fiscal law compliance.
- Verify proper appropriation use and bona fide need compliance.
- Apply correct financial accounting structures and business rules.
- Support post-award meetings and program coordination activities
Required Qualifications:
- US Citizen
- Valid U.S. driver’s license
- Must hold an active Secret Security Clearance
- Minimum four (4) years of specialized experience in Department of Defense budget planning, budget formulation, or related budget management fields.
- Must qualify as a Financial Manager in accordance with the Department of Defense Financial Management Certification Program Handbook.
- Experience working with military organizations, concepts, and procedures.
- Proficiency with Microsoft Word, Microsoft Excel, Microsoft Outlook, and Microsoft PowerPoint.
- Strong analytical, written, and verbal communication skills.
- Demonstrate proficiency using Government-furnished information technology equipment and Microsoft Office applications.
- Communicate effectively both verbally and in writing.
- Be familiar with current military concepts and procedures.
- Support Government security requirements and information protection procedures.
- Comply with Drug-Free Workforce requirements.
- Participate in required Government-directed training.
- Ability to work in an office environment on a military installation.
- Ability to operate computer workstations and standard office equipment for extended periods.
- Ability to review financial data, reports, spreadsheets, and presentations.
- Ability to attend meetings and brief Government personnel.
- Ability to obtain installation access and perform duties at Government facilities.
Physical Demands and Work Environment: While performing the duties of this position, the employee is regularly required to talk, listen, and write. The employee frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
