Incumbent serves as Project Manager for the Engineering Department with the responsibilities of managing City capital infrastructure projects including, but not limited to, multimodal transportation facilities, traffic signals, landscaping, earthwork, and utility components.

Primary

Responsible for managing City capital infrastructure projects including, but not limited to, multimodal transportation facilities, traffic signals, landscaping, earthwork, and utility components.

Provide guidance and technical expertise to ensure that projects are constructed according to plans, within budgetary constraints, and in compliance with City standards and regulatory requirements. Coordinate the resolution of field issues and other construction activities with the contractor and applicable stakeholders. Track compliance with material certifications and/or monitoring of material testing.

Monitor construction site activity for compliance with public safety requirements to minimize possible liability issues and to promote the safety of the public.
Create and maintain construction records for assigned projects including photographs, daily logs, and close-out records.

Prepare construction plans, specifications, materials lists, cost estimates, and bid/quote documents; execute the bid/quote process following statutory requirements and timelines; reviews contractor bid/quote submittals to determine if acceptable to recommend approval.

Obtain authorizations through City Boards and Commissions as required for assigned projects.

Conduct meetings with utilities for relocation and project information sharing; participate in public information meetings for various infrastructure projects as required; provide public notice to neighborhoods and other affected stakeholders regarding project status, upcoming events, construction impacts, and maintenance responsibilities.

Evaluate and negotiate change orders and generate and process them as necessary; create pay applications and evaluate the accuracy of submitted pay applications and certifications; monitor construction project progress related to schedule, and track quantities and budget.

Assist with and participate in design review and design meetings of City projects to provide constructability and construction cost estimate insights.

Work with the Legal Department and other Engineering Department staff in right-of-way, easement, and/or right of entry acquisition for assigned projects.

Secondary

Conducts right-of-way use permit and private public improvement inspections for assigned projects, as needed.

Review and update public infrastructure construction specifications and standard detail drawings.

Perform field measurements that comply with engineering standards through the use of survey equipment and/or GPS devices.

Perform material and density testing on assigned projects.

Perform related duties as assigned.Bachelor's degree in construction management, civil engineering, or a related field, or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

Over one year of related experience is required. Heavy highway construction experience and public service experience is preferred.

Knowledge of the principles and practices of engineering and the ability to apply knowledge towards review of construction plans and specifications, bid documents, and construction inspections.

Knowledge of applicable standards, codes, and regulations for transportation project design and construction, and the ability to determine quality of work under established specifications.

Ability to utilize Microsoft Word, Excel, PowerPoint, and GIS software; Ability to update City webpage and utilize Appia program for project management within two months of employment.

Ability to obtain certification for Work Zone Traffic Safety through the International Municipal Signals Association (I.M.S.A) or the American Traffic Safety Services Association (ATSSA) within one year of employment; Ability to obtain Occupational Safety and Health Administration (OSHA) certification for 10-Hour Construction Training within one year of employment.

Ability to maintain accurate records and reports.

Possession of a valid Indiana Driver's License.
Difficulty of Work

Incumbent observes routine daily schedule and occasional evening meetings as required.

Incumbent performs a significant amount of work in the field in various weather conditions and is exposed to hazards associated with construction projects. Projects may involve work in or near vehicular traffic.

Personal Work Relationships

Incumbent maintains frequent contact with department staff; staff in other City departments; independent contractors; local, state and federal officials; and the public for a variety of purposes, including coordination and direction of various construction projects and dissemination of information pertaining to the safe and efficient completion of such construction and improvement projects. Incumbent needs to communicate effectively under conditions of potential conflict with stakeholders including contractors, business/property owners, utilities, engineers, and City Boards and Commissions.
