The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
The purpose of the HFEMSD Academy & Workforce Development is to provide a structured, consistent framework for staff development across the Health Facilities and EMS Division. It serves as a centralized hub for regulatory training, and ongoing professional development, ensuring staff are equipped with the knowledge, skills, and resources needed to perform their roles effectively and uphold the Division’s standards of quality, safety, and compliance.
What You Will Do:
This position is responsible for the day-to-day operation, overall supervision, and long-term operation of the work unit. The position reports directly to the Program Manager to manage and deliver investigator training and ensure consistent execution of classroom and clinical activities. It coordinates daily training logistics and scheduling while supervising and precepting investigator staff for primary care and community-based programs, including compliance surveys and complaint investigations. The position tracks and evaluates individual direct reports progress, determines readiness of the academy trainees for basic federal training, field independence, and advanced or cross-training, and ensures competency through sign-off on competency documentation. The Supervisor/Lead Instructor is also responsible for identifying opportunities for continuous improvement and document lessons learned. This includes evaluating instructional quality, curriculum effectiveness, and trainees’ progress to recommend adjustments that enhance the Academy’s impact and sustainability.
Key Responsibilities:
Develops, implements, and continuously improves the investigator training program.
Monitors overall program workflow to ensure training aligns with Division goals and regulatory requirements.
Oversee all Preceptors, trainers, and the evaluation of investigators and trainees for field and classroom training.
Oversee the maintenance of training records, supports the development/revision of training tools and curriculum, and all trainees’ performance to determine whether investigators are equipped with required information to provide correct licensure/certification survey processes and regulatory requirements.
Initiate personnel actions and supervise staff, including determining assignments and evaluating performance and work product, providing field supervision, and delivering or overseeing instruction that ensures staff competency across programs.
In a supervisory capacity, provides ongoing employee training and coaching to maintain effective survey and investigative skills.
Leads the design, development, and continuous improvement of academy curriculum and instructional materials.
Ensures all training content and program delivery supports accurate, current execution of required survey/investigation procedures, aligned with state and federal requirements, Division policies, CMS expectations, and best practices in adult learning.
Evaluates trainers/instructors, providing guidance, support, and coordination to ensure consistent, high-quality training delivery.
Assigns trainers/instructors to courses and training sessions based on expertise, availability, workload, and program needs.
Attends meetings, serves on task forces or teams, completes special projects, and performs other duties as assigned by the manager or the branch chief.

Minimum Qualifications:
Experience Only:
Eight (8) years of relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, or closely related experience.
OR
Education and Experience:
A combination of related education in Public Health, Social Work, Nursing, Healthcare Administration, Psychology, or closely related field, and/or relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, or closely related experience in an occupation related to the work assigned equal to eight (8) years.

PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
Prior experience with the State of Colorado.
Prior surveyor work experience.
Prior supervisory experience.
QSEP Qualification testing.
Prior CDPHE leadership training.
Foundational adult learning or experience as a trainer/talent management
Classroom delivery and presentation skills
Experience with instructional design and lesson planning
Critical thinking and analytical skills
Ability to evaluate course topics and distinguish between primary and secondary materials, ensuring content is directly relevant to the role of a surveyor.
CONDITIONS OF EMPLOYMENT:
Residency Requirement:

PHYSICAL DEMANDS:
Must be able to lift and carry up to 45lbs. of equipment for extended periods of time.
Must be able to walk or stand for extended periods of time including climbing multiple flights of stairs.
Must be able to hold tablet computer in standing position.
Must be able to work in environments where contagious diseases may be present.
