Description
Under the supervision of the Zoning and Planning Director and Deputy Planning Director, this position is responsible for specific technical job duties within the Zoning and Planning Department of Charleston County. Partnering with other departments, the successful applicant will plan and execute software configurations and upgrades of the Energov/EP&L platform, participate in projects to implement new modules and support existing modules, including HUB, Permit, Plan, Code, Professional License, Cashiering, Inspections, and Customer Self Service (CSS). Applicants must have experience with Tyler Technologies’ Energov/EP&L platform specifically related to configuration and effective collaboration with technical and business staff. This individual is also responsible for testing new configurations and modules, deploying changes across environments, and providing guidance on EnerGov capabilities. Experience with related software (Bluebeam, Crystal Reports, SQL, etc.), as well as ArcPro software is also required. The applicant must also be self-motivated, have the ability to plan for and manage software-related projects, possess an understanding of land use planning and zoning, land development processes, and exhibit excellent interpersonal relation skills, problem-solving skills, knowledge of best practices, with the ability to convey verbal, written, and graphic communications in a professional manner.
HIRING SALARY:$68,140 to $89,252 (Estimated Annual Salary)

Essential functions include, but are not limited to:
- Performing platform administration, design, configuration and development of software solutions;
- Configuring and deploying required enhancements of the EP&L/EnerGov platform and related modules (Tyler HUB, Tyler Cashiering, Tyler Payments, Bluebeam);
- Building and deploying new work classes, eReview processes, automations, etc.;
- Managing user accounts and providing extensive support for both internal and external users;
- Building, maintaining and troubleshooting issues in reports and working with IT Department and others to develop SSRS Reports;
- Providing departmental support by troubleshooting, implementing bug fixes, and performing root cause analysis;
- Partnering with Tyler Technologies support and Assist teams for problem resolution, feature development, and project implementation.
- Providing technical support for related and/or additional department software programs (Bluebeam, SSRS Reports, Public Input, Rentalscape, etc.);
- Developing and maintaining spatial data to create maps and perform geospatial studies utilizing GIS computer technology including, but not limited to, producing standard and custom maps, as requested;
- Assisting the department and other County staff, as needed; and
- Participating in the Emergency Operations Center (EOC) when activated.
This position requires a minimum of an Associate’s Degree in a Computer Science or Technology-related program, or a Bachelor’s Degree from an accredited institution and a minimum of two years or more of experience in Public Administration, Planning or a related field; or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work. Proficiency in Microsoft Office products and a valid South Carolina driver’s license are also required.
Preferred Skills and Experience:
- Experience with EnerGov/EP&L administration, implementation, and configuration;
- Experience with SQL and knowledge of Crystal Reports, SSRS Reports, and/or PowerBI;
- Demonstrated success completing complex projects;
- Demonstrated aptitude for learning new technologies quickly;
- Familiarity with GIS systems, preferably ArcPro;
- Knowledge of Plan Review, Permitting, Inspections, and Code Enforcement processes;
- Effective communication and collaborative work style;
- Working knowledge of EnerGov modules;
- Strong customer service mindset and desire to solve problems.
