ODS is seeking a Technical Counter Measure (TCM) Program Specialist to support FPS security countermeasure programs throughout the NCR. The position provides security systems project coordination, technical analysis, budget and acquisition support, inventory management, and assistance with equipment functionality testing.Location: Washington DC
Salary: $85,000-$90,000
Responsibilities/Duties:
- Support budget management, annual contract costs, recurring and nonrecurring Security Work Authorizations (SWAs), and budget status reporting; create G-514 requisitions.
- Maintain security equipment and supply inventories, coordinate inventory requirements across departments, and develop and implement property tracking procedures.
- Coordinate TCM program activities and multiple security system projects; provide timely progress reports and identify technical concerns that may affect project success.
- Work with Government and private/local agencies to define mission objectives, parameters, and capabilities for security system upgrades and synchronization.
- Coordinate project schedules, contractor/subcontractor and facility vendor access, and agency points of contact to meet timelines and minimize disruption.
- Conduct comparative technical market research to support COR analysis; develop cost comparisons supporting Independent Government Estimates and evaluate initial and long-term costs while preserving technical quality.
- Assist with emergency plans, policies and procedures, system emergency response functionality tests, and interagency exercises throughout the Federal Triangle.
- Provide subject matter expertise to FPS Inspectors during functionality tests of intrusion detection, video surveillance, and access control systems at GSA-leased Government facilities in the NCR.
- Provide acquisition and analytical support to the Protective Security Officer (PSO) and TCM programs and prepare estimates for temporary and emergency TCM services.
Qualifications:
- Knowledge of technical countermeasures, including alarms, magnetometers, intrusion detection systems, X-ray machines, video surveillance, physical access control systems, and associated infrastructure.
- Ability to coordinate security systems projects and support equipment functionality tests, emergency planning, and technical issue resolution.
- Ability to prepare budget and acquisition documentation, SWAs, G-514 requisitions, market research, and cost analyses.
- Ability to manage equipment inventories and coordinate with agencies, vendors, and project stakeholders.
- Communicate effectively orally and in writing; interpret and follow policies, regulations, and directives. Use Microsoft Office, including Excel macros, pivot tables, charts, graphs, and simple and complex formulas; support databases and SharePoint as assigned.
- Ability to satisfy DHS suitability and background investigation requirements under HSPD-12 and obtain the required favorable Entry on Duty or fitness determination for unescorted access. U.S. citizenship is normally required for DHS systems access unless DHS approves an exception.
- Work on site Monday–Friday with scheduling flexibility within the 7:00 a.m.–7:00 p.m. core window. Local travel may be required. Alternative work locations require Government authorization.
- Protect sensitive information and possess the knowledge and skills to meet applicable Section 508 accessibility requirements for assigned deliverables.
Education/Certifications:
- High school diploma or GED.
- Associates or Bachelor’s degree preferred in Security Management, Engineering, Information Technology, Homeland Security, Criminal Justice, or a related technical/security field.
