Job Description
WHAT IS THE OPPORTUNITY?
The Enterprise Chief Controls Office (ECCO) is a centralized first line of defense group (1LOD) with the goal of embedding a culture of risk ownership and operational excellence by elevating the control environment and driving consistency and quality of risk practices to minimize loss and regulatory sanction, drive cost efficiencies, and accelerate execution to enable growth. The Operational Resilience and Business Continuity Management (BCM) team provide leadership in designing and implementing strategic vision, long-term operational model, roadmap and program governance across our platforms in the 1LOD. Working in partnership with platform and business unit Operational Resilience, BCM and Incident Management teams, this central team drives an enterprise-wide strategy to strengthen first line capabilities by driving consistent risk and control practices, embedding resilience into the way we lead, operate and respond to disruption while enabling critical business outcomes. The team is integral in evolving the operating model, governance, and relationship to other resilience risk areas, serving as a single first-line voice to unify, standardize and elevate Resilience capabilities in alignment with ECCO's mandate to embed risk ownership and operational excellence across the organization.
The Enterprise Chief Controls Office (ECCO) is seeking an Associate Director to support the execution and enhancement of Operational Resilience strategies across RBC's platforms. In this role, you will drive operational efficiency through process improvements, data-driven reporting, and effective stakeholder engagement—overseeing assessments, third-party evaluations, and dependency mapping. You'll partner with platform and business unit teams to elevate quality, ensure consistency, and establish RBC as best-in-class in organizational preparedness and response to disruptions while supporting compliance with regulatory requirements.
WHAT WILL YOU DO?
Execute and coordinate common cross-segment operational resilience plans in alignment with enterprise priorities and OSFI E-21 requirements
Develop and maintain a standardized set of cross-segment 1LOD operational resilience procedures and methodologies
Assess critical operations across business segments, including evaluation of disruption tolerances and operational interdependencies
Facilitate and validate scenario testing rigor and resilience assessments across all platforms to ensure consistency and effectiveness
Establish standardized metrics and performance indicators for tracking operational resilience maturity and outcomes across the enterprise
Conduct internal benchmarking and challenge of Critical Services, Operations, and scenario testing across segments to drive continuous improvement
Monitor emerging operational risks and provide expert guidance to segments on risk identification and response strategies
Support regulatory compliance by coordinating evidence and assessments related to Operational Resilience requirements (OSFI E-21)
WHAT DO YOU OFFER?

- Proven track record of leading and developing high-performing teams
- Proven BCRM experience in financial services or highly regulated industries, with demonstrated success in large-scale global matrix environments
- Deep understanding of risk management frameworks, control environments, and governance structures

- Ability to balance competing priorities with exceptional time management and results orientation
- Strong analytical and data-driven mindset with the ability to translate data into strategic insights
- Excellent critical thinking skills with demonstrated ability to challenge assumptions at senior levels
- Strong interpersonal, relationship-building, and communication capabilities
- Strong facilitation and presentation skills; demonstrated ability to engage senior executives and committees
Nice-to-Have:
- Industry professional accreditation or certification
- Experience in Third Party Risk Management, Crisis Management, or Disaster Recovery
