Location: Remote — Must be located within the Southeast region and/or able to support extensive travel across Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee, with travel requirements of up to 50%. Travel typically ranges from 25-50%, increasing during active disaster response periods.

ICF's Disaster Management Division helps government clients prepare for, respond to, recover from, and build resilience against disasters — from hurricanes and wildfires to floods and other large-scale emergencies. Within the Division, the FEMA Line of Business delivers preparedness, response, and recovery services — including disaster recovery, Public Assistance, grants management, and resilience support — to state, county, municipal, and tribal government clients nationwide, drawing on programmatic knowledge of the Stafford Act and FEMA's Public Assistance Program.
FEMA Region 4 is one of the practice's largest and most active regions, serving clients across the Southeast — Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee — an area that sees frequent, high-severity disaster activity and sustained demand for Public Assistance and grants management support.
The Portfolio Manager will lead and grow ICF's established FEMA Region 4 portfolio, one of the Division's most significant areas of business. Reporting to the Senior Director, Public Assistance & Recovery Service Line Lead, who oversees delivery and strategy for the Service Line, this role is expected to be a true culture carrier for the practice- modeling and instilling strong project management standards and expectations across the portfolio's Project Managers, while also driving the strategic growth agenda for the region. The portfolio includes a mix of active Public Assistance clients, on-call and task order contracts, and strategic growth opportunities across the region. This role requires strong leadership in both project delivery and business development to drive client success and sustained portfolio growth.
Key Responsibilities
Portfolio & Delivery Oversight
Own portfolio P&L and delivery oversight for the current Region 4 client base, including state, county, municipal, and school district clients across Region, and manage the associated Project Managers.
Oversee on-call and task-order-based engagements within the region.
Hold delivery to the FEMA compliance and quality standards set by the Public Assistance & Recovery Service Line Lead
Own staffing and utilization planning across the portfolio.
Champion consistent project management standards, tools, and delivery practices across the portfolio; mentor and develop Project Managers.
Identify and escalate delivery risks and client satisfaction issues before they become compliance or retention problems.
Business Development & Growth
Grow the region through expansion of existing client relationships — add-on task orders and contract recompetes — and pursuit of identified future target areas across Region 4 States.
Build senior relationships with state and local emergency management agencies and public assistance grant recipients across Region 4.
Gain competitive intelligence about client needs and priorities and position ICF for winning work in advance of RFP release
Collaborate with peer Portfolio Managers, Service Line Lead, and Line of Business Lead to share best practices and maintain consistent standards across regions.
Represent ICF at relevant industry associations and state/regional emergency management conferences to build visibility and relationships.
Proposal Management
Ensure the successful development and submission of proposals for pursuits within Region 4, providing guidance, oversight, and support as needed.
Oversee go/no-go decisions on regional pursuits; escalate multi-region or above-threshold opportunities to the Service Line Lead.
Serve as a subject matter expert and technical volume contributor on major regional pursuits, partnering with the capture/growth team on win strategy.
Required Qualifications
Bachelor's degree
7+ years combined EM/FEMA experience, including at least 3+ years in a leadership or client-facing capacity
3+ years of direct experience managing multi-client portfolios and Project Managers.
Working knowledge of the FEMA Public Assistance Program (Stafford Act, 44 CFR Part 206, PAPPG).
Willingness to travel extensively (up to 50%) within the region.
Preferred Qualifications
Existing relationships with the Florida Division of Emergency Management (FDEM), Georgia Emergency Management Agency, or other Region 4 state EM agencies.
Experience with emergency planning, preparedness, emergency operations center activations, incident management
Experience with on-call/task-order contract structures.
