Project Manager-New Zealand Hunger Relief & Resilience Initiative-Garowe
The Role Summary:
The Project Manager is responsible for providing strategic leadership, technical oversight, and operational management of integrated resilience, food security, livelihoods, cash assistance, climate adaptation, disaster risk management, water systems, financial inclusion, and economic empowerment projects funded WV New Zealand and other related donors. The position will oversee the implementation of resilience-building interventions designed to transition vulnerable households from humanitarian assistance to sustainable livelihoods through productive asset creation, climate-smart agriculture, livestock development, financial inclusion, market systems strengthening, and disaster preparedness. The Project Manager will ensure achievement of project outcomes, compliance with donor requirements, quality programming, stakeholder engagement, and effective utilization of resources while strengthening community resilience, food security, and household incomes.
Key Responsibilities:
Grant/Project Management
- H Provide overall management and leadership of resilience, food security, livelihoods, cash assistance, TVET, DRM, water systems, livestock, and economic empowerment interventions.
- Lead project planning, implementation, monitoring, and adaptation processes to ensure delivery of approved project outputs and outcomes.
- Coordinate vulnerability-based targeting, registration, beneficiary verification, and enrolment processes.
- Oversee implementation of conditional and unconditional cash assistance, including Cash-for-Asset’s programming.
- Strengthen community institutions including VSLAs/S4T groups, producer organizations, Farmer Field Schools, Water User Committees, Farmer Cooperatives, and Community Disaster Management Committees.
- Ensure project implementation is responsive to community priorities through participatory approaches and accountability mechanisms.
- Lead coordination with ministries, district authorities, WFP, FAO, NGOs, community leadership, and private sector actors.
- Ensure donor compliance and adherence to WV policies, safeguarding standards, and operational procedures.
Technical Leadership: Food Security, Livelihoods & Resilience
- Provide technical leadership for climate-smart agriculture, livestock, water systems, livelihood diversification, and market systems development.
- Oversee establishment of demonstration farms, home gardens, irrigation schemes, seedling nurseries, poultry enterprises, milk value chain activities, and fodder production systems.
- Lead implementation of productive asset creation and resilience-building interventions.
- Support climate-smart agriculture training, post-harvest management, irrigation technology, integrated pest management, and sustainable land management approaches.
- Oversee community-based animal health, livestock restocking, and pastoral resilience initiatives.
- Support establishment of sustainable multi-use water systems and productive water infrastructure.
- Ensure integration of disaster risk reduction, early warning systems, natural resource management, and climate adaptation actions.
Budget Management.
- Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
- In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
- Manage project start-ups; project closing and ensured project deliverables achieved within time, cost and scope.
- Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligation. (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
- Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;
Monitoring, Reporting, Documentation & Knowledge Management;
- Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
- Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
- Track project deliverables using appropriate project management tools
- Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
- Submit timely accurate and quality reports that meet donor requirements.
- Constantly monitor and report on progress of the project to all stakeholders
- Working closely with the TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
- Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
- Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning:
Partnership, Donor Engagement & Representation
- Represent World Vision and the project in coordination forums, technical working groups, and donor engagements.
- Strengthen relationships with government ministries, UN agencies, NGOs, financial institutions, and private sector actors.
- Coordinate with WFP, FAO, Ministry of Agriculture, Ministry of Livestock, Water Authorities, and district administrations.
- Facilitate donor visits, monitoring missions, and project reviews.
- Promote project visibility and resource mobilization opportunities.
Safeguarding
- Adhere to strict child and adult safeguarding policy and protection principles integrated in your daily duties and ensure you strictly support humanitarian protection specific to your sector.
- Adhere to strict behavior protocol that is signed on onboarding after protection and safeguarding induction.
- Report safeguarding allegations and incidents in ethics point and to all other provided channels.
- Create a safeguarding environment in the project and support your staff/team to report and make use of the WVS (SIPP)safeguarding incident management plan and ensure you and your staff utilize the Check list for intake of information for GBV incident to refer incidents for redress.
- Use the flash incident report to flag issues leadership as per ERM framework.
Essentials:
- Bachelor's Degree in Agriculture, Food Security, Rural Development, Livestock Production, Agricultural Economics, Community Development, Development Studies, Natural Resource Management, Environmental Sciences, Economics, Social Sciences, or related field.
- At least five years of experience in project management, people management, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs. The incumbent must possess strong and demonstratable experience in the management of Contracts as opposed to grants.
- Proven ability to manage complex partnership relationships/consortiums including effective coordination with host country government
- Experience in partnership building and coordination with the donors, private sector, NGO and local community organizations, include experience in the management of contracts.
- Experience and familiarity with a number of donor requirements, e.g. WFP; AFDP, FAO; UNHCR; UNICEF; DFID; EU; GF; USAID grants management.
- Fluency in English.
- Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
- Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy
- Proven experience in proposal writing and project reporting
- Specific trainings on donor requirements e.g. DEC, G2G training, GoG Training, EuropeAid training and Security training
- Must be able to build collaborative relationships, network and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes Strong analytical skills and high-level technical proficiency with Microsoft Word, Excel and PowerPoint, with ability to use these tools to collect and analyze immunization program data.
- Good business-oriented verbal, visual and written communication skills.
- Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.
Working Environment
- Office-based in Garowe, Puntlant State with domestic travel required from time to time.
