This position manages the capital financing and investment program, utilizing effective and innovative financing methods to achieve the desired investment and financial goals of the organization. The position also coordinates efforts of a team of professionals, including the organization’s financial advisor, bond counsel, disclosure counsel, tax counsel, dissemination agent, arbitrage consultant, trustee banks, and a pool of investment banks.DUTIES & RESPONSIBILITIE:
Competency
- Leads capital financing program, which includes management of existing debt portfolio, investor relations, credit rating agency relations, continuing disclosure, arbitrage compliance, and issuance of new and refunding financing transactions.
- Identifies opportunities within the organization’s existing debt portfolio and policies to restructure or refund debt for interest savings and seeks alternative financing methods to reduce RTD’s cost of capital.
- Coordinates efforts of a team of professionals, including the organization’s financial advisor, bond counsel, disclosure counsel, tax counsel, dissemination agent, arbitrage consultant, trustee banks, and a pool of investment banks, to ensure state, federal, and SEC processes are followed, protecting the organization.
- Oversees investment and draws on bond and Certificates of Participation (COP) proceeds to ensure proceeds are spent in accordance with the rules of debt indentures and federal law, and reviews expenditures relating to tax-exempt financing.
- Manages the investment of operating funds and financing proceeds (including transacting, reporting and compliance) to comply with the organization’s Investment Policy and ensures adequate liquidity for ongoing operations and capital projects.
- Coordinates with Accounting Division to prepare quarterly investment reports for the RTD Board of Directors.
- Ensures compliance with legal covenants and disclosure requirements related to lease purchase and debt financing, ensures compliance with the organization’s fiscal policies, and evaluates the impact of any new financing on the various credit ratings and long-term financial plans.
- Prepares and maintains cashflow forecasts for the organization.

QUALIFICATIONS:
Required Qualification:
- Bachelor’s degree in Finance, Accounting, Business, or a related field.
- Minimum of five (5) years of experience in managing fixed income investment portfolios, capital financing, cash management, investment strategies, debt structure, and/or money markets and intermediate-term instruments.
Preferred Qualifications:
- Advanced degree in Finance, Accounting, Business, or a related field.
- Experience in public finance, such as municipal debt management or treasury operations.
- Experience working with bond issuances, COPs, and large-scale capital financing programs.
OR
An equivalent combination of education, experience, knowledge, skills, and abilities.
Key Competencies & Characteristics:
- Advanced knowledge of debt structures, finance, and investment strategies.
- Strong understanding of related regulatory and compliance requirements, including MSRB, SEC, IRS, GASB, and Colorado statutes.
- Expertise in the area of Colorado municipal debt and investments.
- Ability to develop, evaluate, and execute complex financing and investment strategies.
- Strong financial analysis skills, including forecasting, risk assessment, and scenario modeling.
- Ability to interpret market conditions and apply economic insights to decision-making.
- Skilled at managing external partnerships and navigating complex, multi-party financial transactions.
- Strong communication skills, with the ability to translate complex financial concepts to varied audiences.
- Exercises sound judgement, discretion, and attention to detail in high-impact financial decisions.
- Effective at prioritizing work, managing competing deadlines, and maintaining accuracy.
- Proficient in financial systems, analysis software, reporting tools, and Microsoft Office Suite.

Pay Range:
