Key Responsibilities
• Continuously assess and shape the national reimbursement, pricing and payment environment; provide timely internal interpretation, communication and education on relevant policies; and translate policy trends and changes into portfolio access priorities and informed business decisions.
• Lead the full end-to-end NRDL access process, including annual policy assessment and opportunity scanning, access target setting, dossier preparation and coordination, expert review, negotiation or bidding preparation, and on-site support.
• Establish, maintain and continuously strengthen communication channels and constructive relationships with central authorities, including the National Healthcare Security Administration (NHSA); engage effectively on key policy topics; and enhance the company's visibility and influence in relevant areas.
• Continuously cultivate and deepen networks of key opinion leaders (KOLs), policy experts, industry associations and research think tanks, accurately communicating product value and clinical benefits through high-quality scientific exchange and policy dialogue.
• Actively participate in policy discussions, industry exchange and co-creation through trade associations; continuously monitor developments in reimbursement, pricing and payment policies; assess their potential impact; and translate them into business-relevant insights.
• Lead the establishment, coordination and management of cross-functional taskforces comprising Access/Pricing, Medical Affairs, Marketing, Legal, Regulatory Affairs and Finance; build alignment across stakeholders, support access decision-making and ensure delivery of agreed objectives.
• Complete other relevant duties and assignments as directed by management in response to business needs.
Qualifications
• Master's degree or above; an academic background in pharmacy, public health, business or another relevant discipline is preferred.
• More than 10 years of experience in the pharmaceutical industry, including at least 5 years of relevant experience in central or national-level market access or government affairs.
• Hands-on experience across the full NRDL access process, with deep involvement in key stages including submission, review, financial modeling and negotiation; candidates with successful access cases are preferred.
• Excellent external communication, coordination and relationship management capabilities; established and sustainable networks with central authorities, experts and industry associations are preferred.
• Strong cross-functional project coordination, stakeholder engagement and dossier management capabilities; able to independently lead complex taskforces, coordinate relevant resources and drive effective implementation.
• Strongly results-oriented and resilient, with the ability to adapt to the high-intensity, milestone-driven and fast-paced working environment during major submission periods.

• 通过行业协会积极参与政策研讨、行业交流与共建,持续跟踪医保、定价与支付等领域的政策动态,分析其潜在影响并转化为具有业务价值的洞察。
• 牵头组建、协调并管理由准入 / 定价、医学事务、市场、法务、注册、财务等职能组成的跨部门工作组,推动各方形成共识,支持准入决策制定并确保目标达成。
• 根据业务需要,及时完成管理层交办的其他相关工作和任务。
任职要求
• 硕士及以上学历,具备医药、公共卫生、商科或其他相关专业教育背景者优先考虑。
• 具备 10 年以上医药行业工作经验,其中包括 5 年以上中央 / 国家级市场准入或政府事务相关工作经验。
• 具备 NRDL 准入全流程的实际操作经验,并曾深度参与申报、评审、测算及谈判等关键环节;拥有成功准入案例者优先考虑。
• 具备出色的对外沟通、协调及关系经营能力;拥有稳定的中央级主管部门、专家及行业协会资源者优先考虑。
• 具备突出的跨部门项目协调、沟通推动及资料组织能力,能够独立牵头复杂工作组,统筹相关资源并推动各项工作有效落地。
• 具备鲜明的结果导向和较强的抗压能力,能够适应申报季期间高强度、紧节点、快节奏的工作安排。
