The City of Boise is hiring an Enterprise Portfolio Manager in our Department of Organizational Effectiveness!

Lead the City of Boise's enterprise portfolio management function and help shape the future of our organization. In this highly visible leadership role, you'll partner with executive leadership and departments across the city to align projects, investments and resources with strategic priorities. You'll establish and lead enterprise portfolio governance, prioritization and resource planning processes that help the city focus on the highest-value initiatives, improve project delivery and maximize organizational capacity. Working collaboratively across departments, you'll influence citywide decision-making, strengthen portfolio performance and advance best practices in portfolio and project management through the Project Management Center of Excellence.

To ensure internal equity and alignment with the approved budget for this position, offers are made within the posted hiring range. Although the hiring range is fixed, employees receive an exceptional benefits and total rewards package that enhances the overall value of employment with the City of Boise.


This position is hybrid eligible and requires residency in the Boise metro area. Candidates must currently live in the area or be prepared to relocate at their own expense prior to employment. No relocation assistance is provided. Candidates must be legally authorized to work in the United States


Required Knowledge, Experience, And Training
  • Bachelor’s degree in business administration, information technology or a related field and 
  • 6 years of experience in portfolio, program or project management, including experience leading enterprise governance and prioritization processes
  • Or an equivalent combination of education and/or experience.

Licensing And Other Requirements
  • Valid state-issued driver's license.

Provides leadership, coaching, and/or mentoring to a subordinate group.

Enterprise Portfolio Management and Strategic Alignment: Leads and manages the city’s enterprise portfolio management function by establishing and maintaining the ongoing portfolio of projects, portfolio governance and prioritization activities. Aligns the portfolio with the city’s strategic goals and objectives and facilitates organizational decision-making regarding project priorities, sequencing and investment priorities. Partners closely with IT relationship managers and department leadership on department roadmaps.

Portfolio Governance and Organizational Collaboration: Facilitates enterprise portfolio governance processes and forums involving executive leadership and departments across the city. Builds collaborative relationships with departments to support portfolio transparency and organizational alignment.

Portfolio Planning, Prioritization and Capacity Management: Leads enterprise demand, resource and capacity planning efforts to ensure organizational work remains aligned with available resources and strategic priorities. Identifies resource constraints and portfolio risks, and collaborates with departments to optimize timing, sequencing and delivery of initiatives. 

Center of Excellence: Collaborates with the Project Management division to establish and sustain a Center of Excellence (COE) promoting best practices in portfolio and project management. Develops standards, processes, templates and guidance to improve organizational maturity, consistency and effectiveness in managing project initiatives and investments. 

Portfolio Reporting and Performance Management: Develops and maintains portfolio reporting frameworks, dashboards and key performance indicators (KPIs) to support executive decision-making and showcase portfolio progress. Monitors portfolio health, analyzes trends and provides regular updates and recommendations to city leadership regarding portfolio performance, risks and opportunities for improvement. 

Tool and Technology Management: Serves as business owner for enterprise portfolio management tools and reporting systems. Oversees configuration, enhancement and continuous improvement of portfolio management technologies and ensures alignment with organizational business processes and reporting needs, working closely with IT partners.

  • Communicate effectively in the English language at a level necessary for efficient job performance

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in public administration, business administration or a related field.

Project Management Professional (PMP)/Agile Certified Practitioner (PMI-ACP) certifications.

The noise level is rarely moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position.
