Police Lieutenant

The Police Lieutenant is a command-level supervisor responsible for leading personnel, managing operations, ensuring compliance with departmental policies and applicable laws, and delivering professional, ethical, and community-oriented police services. This position assists Police Administration in planning, administration, budgeting, personnel management, and organizational development while promoting public safety and community trust.The Police Lieutenant has regular contact with the public and is responsible for providing emergency and non-emergency police services. Duties may vary depending on the assigned division or area of responsibility. In a supervisory capacity, the Lieutenant provides leadership, interprets and applies departmental written directives, supervises sworn and civilian personnel, and performs assigned management functions. The Lieutenant assists the assigned division with audits, staff studies, statistical analysis, planning, budgeting, personnel matters, and operational initiatives. This position requires mature judgment, sound decision-making, professionalism, and adherence to legal and ethical standards while supporting the quality of life and public safety needs of the City of Red Oak.

• Acts as a mediator when needed.
• Enforces all local, state, and federal laws in a democratic, fair, and impartial manner.
• Supervises the preparation of accurate reports and testifies in criminal and civil court proceedings.
• Develops and maintains positive relationships with community members, neighborhood organizations, businesses, schools, and partner agencies through community engagement and problem-solving initiatives.
• Maintains traffic safety by directing, monitoring, and enforcing traffic regulations.
• Conducts investigations into reported unsafe and illegal activities, as well as reported violations of Departmental Written Directives.
• Maintains and documents accurate records of performance, investigations, and activities of subordinates.
• Interviews and interrogates victims, witnesses, and suspects according to accepted legal practices. Provides oversight and guidance on criminal investigations, interviews, and interrogations conducted by assigned personnel. 
• Makes arrests and ensures all arrests made by this department are legal and ethical. Supervises, reviews, and ensures the legality and professionalism of enforcement actions, including arrests and criminal investigations.
• Assists other City, State, and Federal agencies, Departmental Divisions, and City departments when appropriate.
• Adheres to City and departmental policies.
• Maintains subordinate discipline, ensures conformance with written directives, trains subordinates on written directives, approves reports, determines patrol deployment and staffing needs, and approves requests for compensatory time and vacation time.
• Initiates disciplinary procedures, internal affairs investigations, or subordinate counseling when appropriate.
• Inspects subordinates, equipment, facilities, detention facilities, and telecommunications equipment as necessary.
• May on occasion act on behalf of higher-ranking officers.
• Performs other duties as may be assigned.

SUPERVISORY RESPONSIBILITIES
Supervises, directs, evaluates, coaches, and mentors sworn officers, civilian employees, and supervisors. Assigns work, evaluates performance, resolves employee concerns, recommends hiring and promotional actions, administers discipline, approves leave, and ensures compliance with departmental policies and applicable laws.

• Performing lifesaving and rescue procedures.
• Operating law enforcement equipment and vehicles.

WORKING CONDITIONS
Work may require rotating shifts, nights, weekends, holidays, extended hours, emergency call-outs, court attendance, and response to critical incidents. The position may involve exposure to hazardous, stressful, or dangerous situations; inclement weather; crime scenes; communicable illnesses; and individuals who may be upset, combative, or in crisis. The Lieutenant is expected to respond professionally and make sound decisions in routine and emergency situations.

This position is appointed through a testing process.
Minimum Qualifications:

• Six years of full-time law enforcement work experience, including at least two years of experience at the rank of Sergeant or above.
• Completion of First Line Supervisor course, TCOLE 3737, or equivalent.
• Advanced Texas Peace Officer Certification.

Preferred Qualifications:

• Eight years of full-time law enforcement work experience, including at least two years of command-level law enforcement work experience.
• Completion of TCOLE Basic Instructor Course, TCOLE 1014, or equivalent.
• Completion of NIMS/ICS 100, 200, 300, 400, 700, and 800.
• Master Texas Peace Officer Certification.
• Completion of FBI-LEEDA Trilogy, ILEA School of Executive Leadership, LEMIT Leadership Command College, or equivalent executive or leadership training.

Must have the ability to communicate effectively, provide direction and motivation, identify and resolve problems, and understand, follow, and communicate written and oral instructions. Must demonstrate sound judgment, fairness, professionalism, and support for City and departmental policies, rules, regulations, and applicable laws. Must maintain departmental proficiency standards for firearms, weapons, specialized equipment, and current laws and regulations governing police and legal procedures.
