Role Summary

The Image Processing Supervisor oversees the day-to-day operations of Elovate's image review and violation adjudication team. This role is responsible for ensuring that traffic enforcement images are reviewed accurately, efficiently, and in compliance with client and regulatory standards. The Image Processing Supervisor leads a team of image reviewers, maintains quality benchmarks, coordinates with internal systems and operations teams, and plays a key role in upholding the integrity of Elovate's enforcement programs.

Responsibilities

Team Supervision & Leadership

  • Supervise and support a team of image reviewers, providing day-to-day direction, coaching, and performance feedback.
  • Monitor team productivity and workload distribution to ensure timely and accurate processing of violation images.
  • Conduct regular one-on-ones and team meetings.
  • Participate in the hiring, onboarding, and training of new image review staff.
  • Escalate performance issues and partner with HR on corrective action as needed.

Image Review & Violation Adjudication

  • Oversee the review and adjudication of traffic enforcement images in accordance with client contracts and jurisdictional requirements.
  • Ensure reviewers accurately assess image quality, vehicle identification, and violation criteria.
  • Serve as an escalation point for complex or disputed image reviews.
  • Stay current on jurisdiction-specific rules, violation thresholds, and evidentiary standards.
  • Perform hands-on image review as needed to support team capacity or quality audits.

Quality Assurance & Compliance

  • Establish, monitor, and enforce quality standards and accuracy targets.
  • Conduct regular audits of reviewed images to identify errors, trends, and coaching opportunities.
  • Ensure all image processing activities comply with client SLAs, contractual obligations, and applicable regulations.
  • Maintain thorough documentation of QA findings, error rates, and corrective actions.
  • Partner with the Compliance team to address client inquiries, citation disputes, or audit findings.

Systems & Operations Coordination

  • Serve as a key point of contact for the image processing platform, coordinating with IT and Operations on system issues and workflow changes.
  • Monitor processing queues and volumes, adjusting team priorities to meet throughput targets.
  • Identify and escalate technical issues promptly.
  • Collaborate with Field Service and Operations teams to address upstream image quality issues.

Reporting & Communication

  • Track and report on key metrics including review volume, accuracy rates, throughput, and SLA performance.
  • Prepare regular operational reports for the Director of Operations.
  • Communicate proactively with internal stakeholders on processing status, backlogs, or quality concerns.

Office & Administrative Support

  • Oversee the day-to-day organization and operations of the Portland office environment.
  • Serve as the primary contact for facility-related vendors, supply management, and building maintenance.
  • Support onboarding logistics for new hires.

Requirements

  • 2+ years of experience in an image review, data processing, operations, or related supervisory role.
  • Strong attention to detail with the ability to make accurate, consistent decisions under volume pressure.
  • Experience supervising or leading a team in a production or operations environment.
  • Proficient in Microsoft Office Suite and comfortable working in web-based processing or case management platforms.
  • Strong organizational and time management skills.
  • Excellent written and verbal communication abilities.

Nice to Haves

  • Experience in automated traffic enforcement, public safety, or citation processing.
  • Familiarity with violation management platforms such as CiteWeb or similar systems.
  • Associate degree or higher in a related field.
  • Experience working with government clients or in a regulated operational environment.

AI & Technology

Elovate is actively exploring AI tools to improve the accuracy and efficiency of image processing operations. The Image Processing Supervisor is expected to lead adoption within the team.

  • Evaluate and help implement AI-assisted image review tools that can pre-screen violation images, flag low-quality captures, or surface likely adjudication outcomes for human review.
  • Use AI-powered reporting and analytics tools to monitor team performance, identify quality trends, and prioritize coaching interventions.
  • Champion responsible AI use within the team — ensuring associates understand that AI tools assist human review and do not replace the judgment required for citation issuance.
  • Provide feedback to Operations and Product teams on the real-world accuracy and limitations of AI tools used in the image review workflow.
  • Stay informed on AI developments in automated enforcement and image analysis, sharing relevant insights with leadership.
