To support this, MUFG has established the Global Financial Crime Division in New York, USA which provides overall leadership of the program. Within this framework, each region operates a dedicated Financial Crime Office.
The Financial Crime Office of MUFG Bank (Europe) N.V. (“MBE”) is responsible for establishing and maintaining effective systems and controls to protect customer assets and to mitigate the risk of the bank being used to facilitate financial crime across its operating jurisdictions.
The Financial Crime function acts as the second line of defense, providing oversight of financial crime risks, including Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), Sanctions, and Anti-Bribery and Corruption (ABC). MUFG’s Financial Crime Compliance Framework incorporates control processes designed to detect, deter, and prevent financial crime, as well as to assess and mitigate associated risks in line with applicable laws, regulations, and supervisory expectations, and in accordance with the bank’s risk profile and risk appetite.
The team operates across MBE locations, bringing together diverse expertise, skills, and experience to drive excellence, foster collaboration, and achieve shared objectives.
As part of MUFG’s global Compliance organization, the team works closely with colleagues across regions and functions to promote consistency, efficiency, effectiveness and success.
Function positioning
Financial Crime Office (“FCO”) MBE is part of the MBE Compliance Division, which is responsible for financial crime risk management and oversight. FCO MBE is managed by the Head of Financial Crime MBE. The position reports directly to the Head of Financial Crime Germany.
The role includes the following:
- Providing expert advisory on Financial Crime matters, including interpretation of MUFG policies and regulatory requirements.
- Leading financial crime regulatory change management activities by assessing applicable regulatory developments and ensuring the timely implementation of required changes to processes, controls and documentation.
- Supporting KYC processes, including onboarding, periodic reviews and event-driven reviews, through the assessment of complex cases, business proposals, and the approval of KYC extensions and exceptions.
- Reviewing complex AML investigations and determining regulatory reporting requirements.
- Supporting sanctions advisory activities, including escalations, sanctions risk assessments, and contractual clause reviews.
- Driving the remediation of audit findings, regulatory observations and control deficiencies, ensuring sustainable and effective outcomes.
- Monitoring control effectiveness (e.g. alerts, red flags, processes) and driving improvements where needed.
- Supporting system and process enhancements across AML/Sanctions platforms.
- Advising on Financial Crime risks in products, clients, and transactions, including defining mitigating controls.
- Contributing to inter-affiliate governance and strategic initiatives, providing SME input.
- Engaging senior stakeholders with clear, risk-based advice and supporting mitigation planning.
- Supporting Financial Crime training and awareness across the First Line of Defense.
- Supporting the Head of Financial Crime Germany in the execution of their MLRO responsibilities, including local governance, reporting, regulatory engagement, and oversight of the Branch Financial Crime framework. The individual selected for this role may be considered, following appropriate assessment and approval processes, for appointment to designated Deputy MLRO responsibilities in Germany
The responsibilities outlined above apply to MUFG Bank Europe N.V. (MBE), including the Amsterdam Head Office and the Düsseldorf Branch.
In order to be successful in the role, you will need the following:
- University-level degree in Finance, Economics, Law, or a related discipline; alternatively, completion of a recognized banking apprenticeship supplemented by additional relevant qualifications to an equivalent standard.
- A minimum of 7 years’ experience within a Financial Crime function, ideally within the banking industry.
- Experience working in Financial Crime Compliance, Compliance Advisory, Legal, Risk or related control functions within a financial institution or professional service firm.
- High level of professional independence.
- Strong networking and influencing skills.
- Excellent verbal and written communication skills in English are essential, together with full professional proficiency in German.
The role holder will also be expected to demonstrate how they would be able to meet the following:
- An up-to-date understanding of the wider financial services industry, specifically with regard to financial crime risk issues and pertinent economic and political factors which may impact on MBE’s business and overall aims.
- An understanding of the Group/MBE’s overall strategy and goals, structures, policies and culture together with a detailed knowledge of the policies, operations, systems and key strategies of both the FCO MBE and the departments supported by the team.
- The ability to keep their knowledge and skills up-to-date by reading internal bulletins relevant to their area of expertise and by external or internal education.
