BACKGROUND
This position is based in the WFP Provincial Office Lahore and reports to the Programme Policy Officer or his/her designate. The Programme Associate will provide specialized programme support, coordination, monitoring, reporting and partnership management functions to facilitate the effective implementation of nutrition, food systems and school meals interventions in Punjab.
The incumbent is expected to work with a high degree of initiative and independence, provide technical and operational support, maintain effective relationships with government counterparts and cooperating partners, and contribute to programme planning, implementation, monitoring, reviews and reporting.
PURPOSE OF THE ASSIGNMENT
To provide effective programme, coordination, monitoring and partnership support for the implementation of BNP and other as required programme activities in Punjab, ensuring effective collaboration with the Department of Health, Provincial Government and cooperating partners, and contributing to achievement of WFP programme objectives and results.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Programme Implementation and Coordination
1. Support the planning, implementation and monitoring of nutrition, food systems and school meals programme activities in Punjab in accordance with WFP policies, strategies and programme workplans.
2. Coordinate implementation activities with the Department of Health, Provincial Government departments, district authorities and cooperating partners to ensure timely delivery of programme outputs and achievement of targets.
3. Establish and maintain effective working relationships with government stakeholders and cooperating partners to strengthen collaboration and support programme implementation.
4. Support the organization and facilitation of coordination meetings, technical consultations, review sessions, workshops and planning exercises with key stakeholders.
5. Follow up on agreed actions arising from coordination meetings and ensure timely communication among relevant stakeholders.
Cooperating Partner Engagement and Management
1. Support the selection, onboarding and management of cooperating partners in line with WFP partnership policies and procedures.
2. Maintain regular communication with cooperating partners to monitor implementation progress, identify challenges and facilitate timely resolution of operational issues.
3. Support preparation, review and monitoring of FLAs, MOUs and other partnership agreements and ensure adherence to contractual obligations and reporting requirements.
4. Coordinate partner review meetings and performance assessments and support the development and implementation of improvement plans where required.
5. Facilitate partner capacity strengthening activities, including orientations, trainings and technical support related to programme implementation and reporting requirements.
Data Management, Analysis and Reporting
1. Compile, review and validate programme data received from cooperating partners and government counterparts to ensure completeness, accuracy and consistency.
2. Maintain programme databases, dashboards and tracking tools, ensuring timely updates and reliable information for programme management and reporting.
3. Analyse programme performance data and key indicators against planned targets, identify trends and provide recommendations to improve programme effectiveness and efficiency.
4. Prepare and consolidate monthly, quarterly and ad hoc reports, presentations and analytical summaries for management, donors and government stakeholders.
5. Conduct data quality assurance and verification exercises, including routine checks and field validation, to strengthen data integrity and support evidence-based decision-making.
Monitoring, Reviews and Reporting
1. Conduct regular monitoring visits to programme sites and cooperating partner locations to assess implementation progress, identify bottlenecks and recommend corrective measures.
2. Compile, review and validate programme data received from cooperating partners and government counterparts to ensure completeness, accuracy and consistency.
3. Support programme reviews, monitoring exercises, assessments and evaluations by collecting, compiling and analysing relevant information and documentation.
4. Analyse programme performance against planned targets and provide recommendations to improve programme effectiveness and efficiency.
5. Prepare regular progress reports, briefing notes, situation updates, presentations and other programme documents for management review and decision-making.
6. Maintain programme records, databases and documentation, ensuring information is accurately filed and readily available for reporting and audit purposes.
Government Engagement and Technical Support
1. Liaise regularly with the Department of Health and Provincial Government counterparts to support planning, implementation, monitoring and review of programme interventions.
2. Support government-led coordination mechanisms, technical working groups and relevant consultation forums related to nutrition, food systems and school meals.
3. Facilitate information sharing between WFP and government counterparts and support preparation of technical inputs, reports and presentations.
4. Assist in organizing joint field missions, monitoring visits and review meetings with government stakeholders and cooperating partners.
Knowledge Management and Learning
1. Support documentation of lessons learned, best practices, success stories and programme achievements.
2. Contribute to advocacy, visibility and knowledge-sharing initiatives through presentations, workshops, stakeholder meetings and field visits.
3. Support the organization of trainings, learning events and programme review workshops for government stakeholders and cooperating partners.
4. Perform any other programme-related duties as assigned by the supervisor.
EDUCATION & EXPERIENCE
Education:
Completion of secondary school education(Grade 12). A post-secondary certificate in Public Health, Nutrition, Social Sciences, Development Studies, Economics or another relevant field. First University Degree in the relevant field is an advantage.
Experience:
- Minimum six years of progressively responsible professional experience with atleast 3 years in nutrition, public health, food security, programme management or related fields.
- Demonstrated experience in programme implementation, monitoring, partner management and government coordination.
- Experience working with the Department of Health, Provincial Government and development partners is highly desirable.
- Experience supporting assessments, reviews, evaluations and performance monitoring activities.
- Experience in data analysis, report writing and stakeholder engagement.
Knowledge and skills
- Strong experience in data management, data analysis and programme performance reporting.
- Experience using Excel (advanced), Power BI, Tableau, KoboToolbox, ODK, or similar data collection and visualization platforms.
- Demonstrated ability to analyse large datasets, identify trends and translate findings into actionable programme recommendations.
- Experience developing dashboards, indicator tracking matrices and performance monitoring tools.
- Knowledge of data quality assurance, data protection principles and results-based management frameworks.
- Experience supporting donor reporting and corporate reporting requirements within UN agencies, NGOs or development organizations.
Languages:
Fluency in written and spoken English and Urdu is required. Knowledge of local languages spoken in Punjab will be an added advantage.
